- The current Federal Telecommunications System 2001 (FTS2001) contracts with Sprint Communications, L.P., (GS00T99NRD2001) and MCI Worldcom Communications, Inc. (MCI) (GS00T99NRD2002) expire at midnight on December 17, 2006, and January 10, 2007, respectively. This notice is to advise that the General Services Administration (GSA) intends to negotiate, on a sole source basis, for continued performance for a 24-month period beginning December 18, 2006, and ending December 17, 2008, for Sprint and beginning January 11, 2007, and ending January 10, 2009, for MCI. The contracts also contain unilateral options to provide for the performance beyond December 17, 2008, (Sprint) and January 10, 2009, (MCI) for three additional 6-month periods, to fulfill the need for up to 42 months for successful transition to the Networx contract(s) with an estimated dollar value of $1.45B and $1.65B, respectively. These contracts are authorized under FAR 6-302-1, ?only one responsible source, and no other services will satisfy the agency requirements?. The incumbent contractors are in place, operational and able to provide the services during this interim period with full system implementation without interruption and degradation. The current contracts expire December 17, 2006, and January 10, 2007, respectively and the agency cannot perform its mission during this interim period nor can it tolerate the disruption to its customer agencies. The interim period encompasses the time needed to finalize the current reprocurement activity, known as ?Networx?, and the period required to complete any transition from FTS2001 to Networx. The contracts are necessary to allow sufficient time to implement transition/closedown and phase out the existing contracts. This is not a formal solicitation. The government does not require individual acknowledgement by potential respondents.
