- NAICS Code: 332410 In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Long Building Environments Inc. of Las Vegas, Nevada, to replace seven (7) Heat Exchanger Units that are used in the Energy Labs Inc. Evaporative Coolers located at the US EPA ORD/NERL/ESD facility. The existing heat exchanger units are in excess of 20 years old and in need of replacement. The heat exchanger units are an essential component in the operation of the environmental systems of each building. Long Building Environments, Inc. will remove the existing heat exchanger units and install new heat exchanger units for the appropriate Energy Labs Inc. Evaporative Coolers (6 - Model# EL5000PCB and 1 - Model# EL8000PCB) in each building. Energy Labs Inc. is the only manufacturer of the replacement heat exchanger units due to the proprietary components included in the Evaporative Coolers. The heat exchanger units are only available from an Energy Labs Inc. authorized distributor and service provider. Market Research indicates that Long Building Environments Inc. is the only authorized distributor and service provider of Energy Labs Inc. equipment in the Las Vegas area. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by February 1, 2006 in order to be considered by the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon assessment of responses to this notice is solely within the discretion of the Government.
