- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a modification to an existing Purchase Order with the Energy & Environmental Economics, Inc. (E3) of San Francisco, CA under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this modification is to provide additional analysis and assistance with the development of targeted analysis and strategic background papers on the topics of energy efficiency valuation in the utility planning process, decoupling utility revenue from sales to make energy efficiency more attractive to utilities, and in rate design that encourages energy efficiency. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Due to the complexity of the work, additional analysis and work is needed to support this effort. It has been determined that E3 is uniquely qualified to satisfy the Government's requirement as E3 has unique experience in developing, educating and implementing methodologies for evaluating the grid-support benefits of energy efficiency and distributed generation. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
