Description

The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to issue a modification to the existing purchase order number 263-MJ-60483, with Sheila A Taylor, 11908 Tallwood Ct, Potomac, Maryland 20854. Through non-competitive procedures Sheila Taylor, was issued a purchase order to continue to provide ongoing support services for National Institute of Dental and Craniofacial Research (NIDCR)/Division of Intramural Research (DIR). The purpose of the Modification is to cover additional cost for the completion of the required services which is expected to end September 30, 2006. This modification will allow Sheila Taylor to continue the enhancements of On-line Procurement System (OLPS) to add support for stock orders and orders for animals into the existing OLPS application and support for the NIDCR/DIR dental clinic staff in the ability to collect X-ray data and store the results on a server system for later printing and analysis as necessary, as well as downloading and preparation of PDF forms commonly used for the day to day work related activities and continue to develop other web-base applications. The Statement of Work remains, placing stock orders and animal orders using OLPS, installing upgrades as needed. Continue to support the automated forms design project for DIR, including possible digital signing of PDF form, development of the web site for the Animal Study Proposal. Provide IT services to Clinical Investigators regarding their internet site, clinical applications and database development needs as required. Upgrade DNA, core application to provide additional capability as needed, support Gene Therapy and Therapeutics Branch application on the DIR Internet site. Provide general assistance as needed with the development and maintenance of the Craniofacial Developmental Biology and Regeneration Branch intranet site, provide EagleSoft support for the dental clinic which includes installation of yearly upgrades to the server and workstation, familiar with several web-based development tools perl scripting, FrontPage, Dreamweaver, FileMaker Pro usage of Active Server Page creation software html programming, and Microsoft Content Management Server interface, Access Database programming, SQL database management and creation of fillable forms using Adobe Acrobat Professional. The Contractor is expected to submit a monthly (the first of each month) request for payment based on hours worked. The Contractor is required to keep a spreadsheet of hours spent on each aspect of the statement of work and provide as necessary to evaluate progress. The North American Industry Classification System (NAICS) 541990, Size Standard is $6.0M is applicable to this requirement. This acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
