Description
NASA/JSC has a requirement for high temperature reusable surface insulation test samples to support low Earth orbit (LEO) heat shield thermal protection system (TPS) material testing for the Crew Exploration Vehicle (CEV) project. NASA/JSC intends to purchase the items from Boeing Integrated Defense Systems in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The specific samples to be procured are Boeing BRI-18 TPS materials and reaction cured glass (RCG) coating for reusable surface insulation (RSI) tile material. In order to survive the LEO flight reentry environments a high density, currently human-rated ceramic tile TPS material that is well characterized and meets a systems level requirement of Technology Readiness Level (TRL) 8 is required. This level requires that the actual system has been considered ?flight qualified? through test and demonstration (ground or flight). The BRI-18 material and RCG coating meet these requirements as they have been certified for application on critical lower surface Space Shuttle Orbiter TPS penetration areas. To purchase samples from another contractor would require a substantial development effort to obtain a certified thermal protection material for human spacecraft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 30, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
