Description
Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire, through a best-value full and open competitive procurement, non-personal technical services in support of the U.S. Joint Forces Command (USJFCOM), Joint Warfighting Center (JWFC) joint training, exercise and rehearsal program. This acquisition will provide JWFC support on a local and remote basis including planning, scheduling, logistics, simulation, intelligence, exercise scenario development, database builds, distributed learning, courseware development, and control and analysis. Services shall be performed in Government facilities located in Suffolk, VA and at various CONUS and OCONUS sites. It is anticipated that the contract will be for a two-year base period and will contain options for two additional two-year periods. It is anticipated that the instant requirement will be procured competitively using a single-award IDIQ CPFF type contract. Personnel Resource bands under the requirement are anticipated to be: Program Management, Mentors, Program/Project Supervisors, Operations Support, Technical Support, and Operations Support for Events. The estimated level of effort for the base period is 3,180,000 hours. The total estimated level of effort, if all options are exercised, is 9,540,000 hours. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offerors? technical proposals more important than their cost/price proposals. The Government intends to award a single task order contract. The anticipated start date for this contract is 15 August 2006. All responsible sources may submit a proposal which will be considered by the Government. The applicable NAICS code is 541330 and the size standard is $23.0 million. This requirement is not set-aside for small business. The solicitation will be available on the following website upon issuance: www.neco.navy.mil. The RFP is expected to be issued by 31 January 2006. A draft statement of work for this requirement was posted for comments in September 2004 under RFP number N00140-04-R-H900. Numbered note 26 applies.
