Description

The U.S. Army Center for Environmental Health Research (USACEHR) located at Fort Detrick, MD has a requirement for services of a contractor to complete the DNA Microarray sample processing for approximately 50 samples. Future analysis is also request ed as further DNA Microarray sample processing may be required at a later date (cost per sample). The Government is conducting a study to understand how global patterns of gene expression change in the genomic model organism, C. elegans, during exposure t o and recovery from exposure to a model organophosphate/carbamate pesticide (OPP) toxicant using Affymetrix Microarray technology. The contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherw ise provided by the Government. The contractor shall deliver the items specified to the destinations indicated. It is anticipated that the resulting solicitation will be Firm-Fixed price contract. Solicitation W81XWH-06-T-0085 will be ISSUED ON OR ABOU T 1 Feb 2006 and proposals will be due in accordance with Block 9 of the Request for Proposal (RFP). All offers must provide a written technical proposal discussing specific technical evaluation factors and a business cost proposal. Proposals will be eva luated on a Best Value to the Government. The evaluation factors are listed in order of importance: Schedule for providing results, Technical Approach, Personnel Qualifications, Past Performance and Cost. Schedule and Technical Approach are of equal impor tance. No hard copies of the solicitation will be issued, no verbal requests will be honored.
