Description
The National Intitutes of Health intends to procure on a firsm, fixed price, sole source basis in accordance with FAR 6.302-1 as authorized by 41 USC 253-C (1), the above service from Baylor College of Medicine, Houston, Texas, The contractor shall supply but not limited to the following services: 1. Shall outline procedures to develop the test and educational materials for the clinical domain. 2. Shall outline quality control procedures including eradication of false positives and false negatives. 3. Shall develop the test for clinical application and associated educational materials. 4. Shall develop a report mechanism and report for five years to the ORD: a. The numbers of tests undertaken for each rare genetic rare condition. b. Who requested the tests. c. What queries the laboratory received on the understandability of the test. d. Who had questions about the test and/or test results (e.g. healthcare provider or patient/family). e. What kind of questions were asked. f. Any other information that would be helpful to know for Office of Rare Diseases (ORD) to improve the future process of developing tests for rare genetic diseases. 5. Shall identify the need and content for additional or different educational materials. 6. Once a particular genetic test is approved for translation to the clinical laboratory, the contractor shall develop the clinical tests, work with the rare diseases research and patient advocacy communities to develop and, if needed, augment the content of educational materials and make the test available to the public. 7. Genetic counselors shall be available to assist in the development of educational materials for the healthcare provider and, if necessary, the patient and family to ensure a thorough understanding of the procedures, findings, and limitations. 8. Depending on the complexity of the test and test issues, the contractor shall develop four to six tests within one year after award. 9. Once the tests are available to the public, the contractor shall provide structured feedback to ORD about the use of each test for five years. 10. Shall be uniquely qualified in the molecular diagnosis of epigenetic disorders, which will constitute a significant portion of the wide and expanding menu of over forty genetic disease tests. 11. Shall have the ability to rapidly translate gene discoveries into clinical tests using state-of-the-art technologies. 12. Shall be capable of using test platforms to include automated DNA sequencing using 96-capillary sequencers, high throughput point mutation testing using MALDI-TOF mass spectrometry, quantitative real-time PCR analysis, pyrosequencing, and various applications using PCR and Southern analyses. 13. Shall also specialize in high resolution chromosome analysis, molecular cytogenetic diagnosis by fluorescence in situ hybridization (FISH), and the revolutionary chromosomal microarray technology. It is the Governments belief that this requirement may only be met Baylor College of Medicine, Medical Genetics Laboratory. This is not a formal solicitation; however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
