Description
Arnold AFB, TN proposes a contract action for supplies and services with for which the Government intends to solicit and negotiate under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 with only one responsible source and no other supply or service will satisfy agency requirements for a Fluke model number 1650/133 Power Recorder, High Speed System from Fluke Corporation 6920 Seaway Blvd, Everett, WA 98206-9090. The following are the specification requirements AEDC requires 3 of the Fluke units, 1650/133M, plus 3 carry bags, 3 of the 3210/RPM 24-inch 1000 Amp ?Flexi-CT? units, and 6 of the 3014R 40 Amp Clamps. These Power Recorders must provide information pertaining to: 1) Logging RMS voltage and RMS current on all channels, 2) Phasor diagrams, 3) Frequency Trends, 4) Real-time oscillation display of voltage and current on all channels, 5) Watts and demand trends, 6) KWH, individual phases and total, 7) VA and VAR trends, 8) Power Factor trends, true and displacement, 9) Oscilloscope display of power meters for each phase, 10) Voltage and current THD trends, 11) Voltage and current imbalance, 12) Harmonic spectrum, phase, magnitude to 63rd harmonic, 13) tracking of individual harmonics, 14) Flicker, 15) Voltage waveshape faults as short as 130 microseconds, 1000 V peak, 16) Voltage and current sags/swells, 17) Simulations current corresponding to correlated with voltage events, 18) Power tolerance curves, 19) Voltage and current wave shape faults, 20) Simulations current responding to correlated with voltage events, 21) Transients as short as 500 nanoseconds duration, 6400 V peak: with peak detect or detailed waveform graphs, 22) the ability for the recorder to store up to 16 measurement sessions, 23) the ability to handle a session that can consist of up to 6000 events, and allow the event storage to increase to 96,000, 24) the ability to enable Ethernet-equipped instruments to allow communication via the Internet. Each unit must have 9 channels (4 voltage and 5 current). Voltage and current sampling must be 128 samples per cycle on 50/60 Hz. The Voltage and current sampling rate must be 6.4/7.7 kS/s. The voltage and current rms measurements must be processed for every full cycle. The Power Measurements must be in : W, VA, VAR, PF, dPF and processed for every full cycle. The Voltage (phases) must have Ranges of 100mV ? 600 Vrms and 1000 V peak impulse at a Resolution of 14 bits, 90 millivolts, and at an Accuracy of +- (1.5% + 0.5V) over the entire range. The Voltage (neutral) must have a Range of 10mV ? 70 Vrms at a Resolution of 100V peak and an Accuracy of 14 bits, 90 millivolts. The Current must have a Range dependent on the CT, a Resolution of 14 bits, and an Accuracy of +- (0.5 % + 0.1 % of the probe range + the probe uncertainty). The Nominal Fundamental Frequency must be 50/60 Hz +- 0.1 Hz. We must have both Standard-Speed and High-Speed features. For the Standard Speed we require an Impulse Voltage with a Range of 200-1000V peak, with a Resolution of 10 bits, 12 volts, and an Accuracy of +- (5% + 36V) over the entire range. For the High Speed features, we require a Sampling Rate of 2 MHz. It must have an Impulse Voltage with a Range of 200-6400 V peak, a Resolution and Accuracy identical to that of the Standard-Speed features. Communication must be via a 10-base T Ethernet, RJ 45 connector (also available with a Parallel interface), with Optional TCP/IP Stack to allow communication via the Internet. Fluke Corporation is the only vendor found who can support this requirement. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals, however interested persons may identify their interest and capability to meet this requirement for the Governments consideration by submitting their product capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 2:00 p.m. local time on 26 January 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no response is received by 26 January 2006, to the effect that comparable support services are available that would be more advantageous to the Government than obtaining these supplies and or services through sole source procurement with Fluke Corporation, a sole source award will be made.
