Description
The 11/16/2005 combined synopsis solicitation is amended to replace the description with the attached. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # NLS0017 is hereby issued as a Request for Quotation, to establish a Blanket Purchasing Agreement (BPA) for annotating and editing services as the Library of Congress. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-2006. This is a full and open competitive procurement. DESCRIPTION/SPECIFICATION/WORK STATEMENT SCOPE OF CONTRACT The contractor shall provide such skills and labor as are necessary for annotating titles selected for the NLS/BPH national collection of Braille and cassette books in accordance with the specifications, terms and conditions stated herein. Annotating involves writing a descriptive annotation for each assigned title, entering the annotation, with attendant bibliographic and processing information into the NLS/BPH PICS database system, and finalizing the annotation paperwork folder for editing. Editing involves checking annotations written by others with a view to catching and correcting any errors in content, spelling, grammar and style. BASE REQUIREMENT Annotating 800 annotations $_______ per annotation Editing 800 edits at $_______ per annotation NOTE: The quantities given above are estimates only for evaluation purposes and are not a guarantee of the actual quantities to be ordered for any line item. BACKGROUND The National Library Service for the Blind and Physically Handicapped (NLS/BPH) provides Braille books and talking books for approximately 700,000 eligible patrons of the service nationwide. To serve its readers, NLS/BPH produces about 2,000 Braille and talking book titles annually. Each of these titles carries a descriptive annotation in NLS/BPH catalogs to inform readers, network librarians, and other interested persons of what the title is about. SCOPE The contractor shall provide such skills and labor as are necessary to annotate an average of twenty titles per week and/or edit twenty annotations a week (beginning no later than one week after the contract is awarded) in accordance with the requirements as set forth below and subject to the direction of the Head, Collection Development Section of NLS/BPH. The contractor shall be required to provide personnel to work on-site at NLS/BPH, 1291 Taylor Street, N.W., Washington, D.C. 20542. Suitable workspace will be provided at NLS/BPH, access to the PICS database will be provided through a computer terminal, and access to other information sources will be available through PC databases and the NLS/BPH reference collections. DESCRIPTION OF TASKS The contractor shall annotate assigned books in accordance with the NLS/BPH annotation manual, the Chicago Manual of Style, and other NLS/BPH guidelines. Annotating involves 1) perusing books, their reviews and other information sources at a level sufficient to synthesize and write a 50-words-or-less descriptive annotation (summary) about the book; 2) entering the annotation in the annotation screen of the PICS database record; 3) verifying and/or adding other appropriate bibliographic information from the book to the annotation screen, including title, author, co-author, subtitle, LC card number, series/sequel information, a one-line descriptor, subject category code, and format; 4) printing out a hard copy of the annotation for insertion in the annotation paperwork folder, and making appropriate entries on the folder prior to sending the title for editing. The contractor shall also edit assigned annotations in accordance with the NLS/BPH annotations manual, the Chicago Manual of Style, and other NLS/BPH guidelines. Editing involves checking annotations written by others with a view to catching and correcting any errors in content, spelling, grammar and style. The BPA will include a price for annotating approximately 800 titles per year and a price for editing approximately 800 titles per year. We require a per annotation price and a per edit price from all responders. The quantities above are estimates only and we reserve the right to order substantially more or substantially less than the quantities provided. The period of performance for this BPA will be January 1, 2006, through December 31, 2006. The Government will have the unilateral option to extend the term of the contract for four additional periods of 12 months each. The following clauses/provisions apply to this procurement: 52.212-1, Instructions to Offerors—Commercial Items, 52.212-3, Offeror Representations and Certifications—Commercial Items (include a completed copy with your quote), 52.212-4, Contract Terms and Conditions—Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items. Award will be made to the offeror who represents the best value, lowest priced technically acceptable offer. MINIMUM REQUIREMENTS OF CONTRACTOR PERSONNEL Be available to work, as necessary, at the NLS/BPH premises located at 1291 Taylor Street, N.W., Washington, DC 20542, where the books to be annotated and the PICS database are located. On-site work can be scheduled on Monday through Friday between the hours of 6:30 a.m. and 6:00 p.m. The evaluation factors for award are listed in order of importance. 1.) Possess writing ability sufficient to compose English language annotations and a one-line description of the titles assigned in accordance with the NLS/BPH annotation manual and the Chicago Manual of Style, current edition. Possess editing ability to check annotations written by others to ensure they are error free and conform to the requirements of the NLS/BPH annotations manual and the Chicago Manual of Style, current edition. 2.) Possess knowledge of and experience in using bibliographic databases such as the Library of Congress catalogs, as well as knowledge of reader's guides and other reference sources sufficient to acquire information as necessary about titles to be annotated. 3.) Have the ability, knowledge and experience to work with on-line and PC databases. Be capable of learning to work with the NLS/BPH PICS database. 4.) Price responses to this solicitation are due by 2:00 pm (EST) on December 5, 2005, to Rene A. Servin, via email at rser@loc.gov. All questions must be submitted by email. No questions will be accepted after. November 30, 2005. All responsible sources may submit a quote, which shall be considered by the agency. We reserve the right to award without discussions.
