- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Application of Uncertainty Analysis and Reliability Based Design Optimization Algorithms with Computational Efficiency to develop modeling capabilities to support performing reliability analysis on Nava Air Warfare Center's Extendible Round Earth Missile Emulation software (Quantity - 1 each). This requirement is sole sourced to the University of Notre Dame due to proprietary data of reliability-based design optimization algorithms, FORM and RBDO, developed and implemented at the University of Notre Dame. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing it's ability to do so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
