THIS PROJECT IS SMALL BUSINESS SET-ASIDE. Any prospective Offero r interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: Contractor shall install a new static fre quency converter system for four reversible pump storage units and install new SF6 main circuit breakers on all eight units in the powerhouse. All major equipment components are government furnished, except incidental equipment and components that are to be provided in this contract. Contractor will also be required to remove and dispose of all old equipment that is replaced. The contract issued will be Firm Fixed Price. The contractor is required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO/NO-GO technical evaluation. The technical proposal will be evaluated using the following factors: Factor 1: Constructi on - Past Performance, Factor 2: Construction  Relevant Specialized Experience, and Factor 3: Management Effectiveness. Example of Relevant Specialized Experience: at least 3-years experience regularly engaged in assembling, installing and testing circui t breakers similar to those being installed (13.8kV or 15kV, SF6-insulated). Past performance, relevant specialized experience and management effectiveness will be reviewed and rated on a GO or NO-GO basis. Proposals shall include sufficient detailed inf ormation to allow complete evaluation. The magnitude of construction is between $1 million and $5 million dollars. This solicitation will be issued in electronic format only and will be available on or about 25 January 2006 on the Internet at http://ebs.s as.usace.army.mil. Proposals will be due on or about 24 February 2006. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check th e Internet address provided as necessary for all amendments.
