Description
Los Alamos National Laboratory (LANL), operated by the University of California for the Department of Energy (DOE), is preparing a solicitation to provide design-build services to replace the existing physical security protection system at a major nuclear facility at the Laboratory. The major components of this procurement include: 1. Design and construct approximately 6,600 linear feet of an outer security boundary and prepare the enclosed land to create a technical area isolation zone. This includes removing a limited number of existing structures. 2. Design and construct approximately 4,400 linear feet of a Perimeter Intrusion Detection, Assessment, and Delay System. Remove the existing system that is being replaced. 3. Design and construct an entry control facility capable of efficiently handing approximately 1,500 personnel and 100 vehicles on a daily basis. Additionally, design and construct a temporary access facility for vehicular and pedestrian access use during construction. 4. Design and construct an Aerial Threat Denial System over a nuclear facility that covers approximately 140,000 square feet. This effort will require engineering and construction controls consistent with construction in a nuclear regime. 5. Design and construct a utility building and the necessary utility infrastructure to support the electrical and communication needs of the new physical security protection system. 6. The Design - Build contractor is responsible for the design and construction of the security systems, facilities, and utilities in accordance with the terms and conditions of the Design ? Build contract documents. This procurement will use a two-step process ? Step One will be Request for Qualifications (RFQ) and Step Two will a Request for Proposals (RFP). Only those firms selected in step one will be sent the RFP. The project magnitude is estimated to be approximately $125 million. The award of this contract is contingent upon the receipt of approval and funding from the Department of Energy. A portion of the Capital funding for this project is currently available, with the remainder to become available early in each fiscal year of the project?s duration. LANL intends to award a firm, fixed-price contract to the successful design-build firm that best meets the Laboratory?s goals and objectives contingent upon availability and approval of these funds in the November 2006 timeframe.
