- THIS IS AN ANNOUNCEMENT ONLY. A DRAFT STATEMENT OF WORK (SOW) ENTITLED ?INTERNATIONAL AUDIENCE RESEARCH PROJECT? IS ATTACHED FOR REVIEW AND COMMENT. A PREPROPOSAL CONFERENCE ADDRESSING THE ATTACHED SOW WILL BE HELD ON JANUARY 23, 2006. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON) is conducting a pre-proposal conference to determine the existence of sources that can meet the agency?s requirement for a single contractor to provide audience research for U.S. funded non-military international broadcasting under BBG?s International Audience Research Project (IARP). The Broadcasting Board of Governors (BBG) is an independent Federal entity that is responsible for U.S.- funded non-military international broadcasting pursuant to the Foreign Affairs Reform and Restructuring Act of 1998, Pub. L. 105-277, ?? 1301 et seq. The BBG oversees a combination of federal and private broadcast entities including the Voice of America (VOA), Radio and TV Marti (referred to collectively as the Office of Cuba Broadcasting (OCB)), Middle East Broadcasting Network (MBN) and VOA TV, Radio Free Europe/Radio Liberty (RFE/RL, Inc.) located in Prague, Czech Republic, and Radio Free Asia (RFA, Inc.). The purpose of this pre-proposal conference is to: 1) answer offeror?s questions regarding the draft SOW; 2) to discuss the feedback on the draft SOW; 3) provides an opportunity for BBG/IBB to discuss the future requirement; and 4) provides an opportunity for those potential offerors who are interested in grouping together to respond to our future requirement. After this pre-proposal conference the BBG/IBB will prepare and issue a Request For Proposal (RFP) solicitation for this requirement. The BBG/IBB will use the information obtained at the pre-proposal conference to further define the SOW. The final RFP is contemplated for release at the end of February with proposals due sometime during the month of March 2006. It is recommended that all prospective offerors attend this conference. Offerors planning to attend are required to notify the contract specialist listed above, in writing, of all attendees? names (not to exceed three per company) prior to January 20, 2006. Questions received prior to the pre-proposal conference must be submitted in writing and received before January 18, 2006. These questions will be addressed at the pre-proposal conference. Questions generated after the pre-proposal conference must be received by February 3, 2006 and sent to kharper@ibb.gov. Written responses to offeror-generated questions will be provided to all Offerors. This notice is not a RFP, IFB, or RFQ.
