Description
NAICS Code: 541611 This synopsis is being provided to publish a requirement for the National Risk Management Research Laboratory (NRMRL) of the Environmental Protection Agency's (EPA), Office of Research and Development in Cincinnati, Ohio which is seeking an experienced consultant with expertise in strategic planning to support and assist NRMRL in finalizing and implementing its strategic plan. In 1999, NRMRL prepared a draft strategic plan. For the past six years this plan has remained in draft form. NRMRL has begun work to update this plan so it is a document that truly guides the organization. NRMRL has developed an updated draft which consists of five sections: 1) Mission/ Introduction/ Rationale, 2) Vision/ Long Term Objectives, 3) Challenges/ Trends/ Implications, 4) NRMRL Strategic Objectives to Attain Vision, and 5) Measures and Metrics. The goal is for the plan to be finalized by September 30, 2006. This plan will provide the scientific and management direction for NRMRL for fiscal years (FY) 2007-2012 (10/1/06-9/30/12) and serve as the basis to support research activities and funding. In addition, it will guide workforce development and staffing decisions. Year 1 (FY 2007) will serve to effectively move from plan to implementation. The Contractor shall review work completed to date and advise NRMRL on the process for plan completion and implementation. The Contractor shall: Advise NRMRL on the fundamentals and basic principles of strategic planning and ways these principles could be effectively incorporated into the process NRMRL has established for developing the plan; Provide comments on the draft plan and proposed process for finalizing plan; Provide advice on content of the NRMRL plan taking the EPA and ORD strategic plans into consideration; And Assist NRMRL in articulating sound vision and mission statements. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 541611 with a small business size standard of $6.5 million . A written solicitation, PR-OH-06-00118, is anticipated to be issued the week of January 23rd.. It is anticipated the solicitation will be issued as a request for proposals (RFP). All responsible small business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factors will be used to evaluate the offeror's technical proposal, the offeror shall demonstrate experience with; advising organizations and achieving results, strategic plan development and implementation, measuring the success of strategic plan implementation, communication skills, and facilitating discussions. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
