- The solicitation will be for a contractor to provide all necessary management, supervision, personnel, labor, materials, parts, general and specialized equipment / supplies to furnish fuel services at three automated fuel dispensing facilities on Government-owned property (COCO) and the operations and maintenance of three Government-owned fuel facilities (GOCO) at MCB Camp Lejeune. For the COCO facilities, the contractor shall be completely responsible at his/her expense for operation and maintenance of the facilities used to meet the performance requirements/standards stated within the solicitation. The contractor shall provide retail and bulk fuel services located on Sneads Ferry Road (Bulk/Retail), Courthouse Bay (Bulk/Retail) and River Road (Retail), including all receipt, storage, handling and issue with JP-8, Diesel and Gasoline. The contractor shall provide bottom loading bulk capability with over-fill protection for JP-8 and diesel at all bulk-loading COCO facilities. The contractor shall supervise all bulk-loading operations. Vehicle overall dimensions that will use both retail and bulk islands range from approximately 20' to 80' long, 4' to 20' wide x 14' high. The contractor must have the ability to dispense (retail) fuel to a minimum of 50 various combinations of wheeled vehicles and 8 track-type vehicles per hour at Sneads Ferry Road, minimum of 30 various combination of wheeled vehicles and 8 track-type vehicles per hour at Courthouse Bay Area and minimum of 30 various combination of wheeled vehicles per hour at River Road. All tanks shall be above-ground storage tanks (ASTs). The Government shall lease undeveloped real property to the Contractor. For the GOCO facilities, the contractor shall also operate and maintain three Government-owned fuel dispensing station (GOCOs) located at Michael Street Master Station, Camp Geiger and Camp Johnson in accordance with all Federal, State and local regulations, DOD guidance and the requirements as outlined in the Performance Work Statement. All GOCO sites have recently been modernized. The performance period for both the COCO and GOCO facilities will be for one multi-year period of 5 years, with three additional multi-year optional period(s) of five years each, for a possible total of twenty years. Except as otherwise noted, the Contractor shall employ best commercial practices and guidelines including but not limited to, State and Federal regulations to meet the requirements of this PWS. In the event of conflicting requirements, the most stringent requirement shall be followed. This is a new requirement at MCB Camp Lejeune. Services are not currently being performed by a contractor. All responsible sources may submit a proposal which will be considered. This procurement is unrestricted.
