Description
This is an amendment to this combined synopsis/solicitation: See paragraph 3.1 of the SOW, third line should read Monday, 26 Jun 06. NOT Sunday, 23 Jun 06. . 1. Cadets will check-in on 28 Jun 06 and checkout on 5 Jul 06. 2. Contract to begin on 26 Jun 06 and end on 6 Jul 06. 3. First meal will be served on 28 Jun 06--Dinner 4. Last meal will be served on 5 Jul 06--Lunch 5. Rooms 150 rooms, 2 person per room plus 4 rooms for administrative staff. (One-or two-bedroom options, with private key-lock entry to bedrooms, 2 cadets may share bathrooms) This is a combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F2XJA65327A100 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03, AFAC 2005-0209, AETC FAR Sup NOV 2002 Defense Federal Acquisition Regulation Supplement and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) number 20050422. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. This acquisition is being solicited on an unrestricted basis; the North American Industry Classification System (NAICS) code is 721310 with a size standard of $6M. The 2006 AFROTC Field Training Academic Sessions will be held in Montgomery, Alabama, from 28 Jun 2006 to 05 Jul 2006. The following accommodations and services are required by HQ AFROTC, Maxwell AFB AL: Reservations for 300 rooms, and other services as described in the Statement of Work (SOW). A Statement of Work and Pricing Schedule are attached. Failure to provide firm-fixed pricing for all line items required may result in removal of the proposal from further consideration. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil or http://arnet.far.gov. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors Commercial Items (Jan 2005) applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification Commercial Items (March 2005). The government will award a purchase order resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government. The following factors shall be used to evaluate offers: pricing and technical acceptability (required accommodations, services, etc.), overall 24/7 safeties of cadets (24/7 institution security is a requirement but not a guarantee of this), level of requirements met. In determining the best value, the government will also consider the following: proximity to Hartsfield-Jackson International Airport in Atlanta, GA, proximity to Maxwell AFB, ALA, quality of facilities, and layout and proximity of facilities related to each other. Offerors are reminded that hotel industry standard “comps” such as extra/free rooms, free beverages and/or meals are not allowable for any Government employees who will be working with the hotel. These types of actions are in violation of procurement integrity rules and will be investigated. The contractor must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) database as well as the Wide Area Work Flow (WAWF) (https://wawf.eb.mil / 866-618-5988) database. Award will be made to a single source. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003) is incorporated into this RFP. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes on Executive Order-Commercial Items (Jan 2005) is applicable. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition or Commercial Items (Jun 2004) is applicable. The following FAR and DFARS clauses under paragraph (a) and (b) are applicable: 252.225-7000, Buy American Act and Balance of Payments Program; 252.232-7003, Electronic Submission of Payment Requests; 252.204-7004 Alt A, Required Central Contractor Registration Alternate A; Maxwell 114, Required Posters are also applicable. Please email or fax questions to Genell Carter, genell.carter@maxwell.af.mil or (fax) 334-953-3543. -STATEMENT OF WORK- 2006 AFROTC FIELD TRAINING ACADEMIC SESSIONS 1. Accommodations. 1.1. Rooms. Institution shall have the capability to house up to 300 Air Force Reserve Officer Training Corps (AFROTC) cadets and 4 administration staff members for one academic session to be conducted: (a) within 50 miles of Montgomery, AL, (b) within 10 miles of I-85 between Atlanta, GA and Montgomery, AL, or (c) within 20 miles of Hartsfield-Jackson Atlanta International Airport. 1.1.1. Session is scheduled for the week of Monday, 26 Jun 06- Thursday, 6 Jul 06. 1.1.2. Cadets will arrive on Wednesday, 28 Jun 06 for check-in. Cadets will depart on the afternoon of Wednesday, 5 Jul 06. 1.1.3. A total of up to 300 beds will be reserved for cadets and a total of 4-each single bed rooms, in close proximity to cadet rooms, for admin staff. 1.1.4. The reserved rooms shall not be released to other guests without consent of HQ AFROTC/DOT (Major Kevin Basik or Captain Casey Cooley). 1.2. Room Matching. On Wednesday, 21 Jun 06, an Air Force representative will contact the institution with an up-to-date attendee list with names and genders. 1.2.1. The institution will provide the Air Force representative with a completed lodging plan with every identified cadet, organized in genders, and admin staff member matched to a specific room number by Friday, 23 Jun 06. 1.2.2. Regardless of total number of cadets and admin staff provided on Wednesday, 21 Jun 06, the institution will retain the ability to lodge up to 300 cadets and 4 admin staff until released by an Air Force representative no earlier than Tuesday, 27 Jun 06. 1.3. Registration. Registration / in-processing will be held on Wednesday, 28 Jun 06 beginning around 2:00 PM and concluding around 7:00 PM. 1.3.1. The institution shall provide a large area with 6-each folding tables, at least 12-each chairs, and 1-each waste basket. A power source must be accessible for registration purposes. 1.3.2. The institution will also provide at least two institution representatives to issue room keys and all other identification for cadets to use all included facilities. 1.3.3. A dialogue will be kept open throughout the 9-night, 10-day stay between Air Force admin staff and institution representatives to check and cross-check exact number of attendees and charges for daily room occupation. 1.4. Check-out. Check-out / out-processing will be held on Wednesday, 5 Jul 06 beginning around 2:00 PM and concluding around 5:00 PM. 1.4.1. The institution shall provide a large area with 6-each folding tables, at least 12-each chairs, and 1-each waste basket. A power source must be accessible for check-out purposes. 1.4.2. The institution will also provide at least two institution representatives to collect room keys and all other identification cadets were issued to use included facilities. 1.4.3. A final rooms and nights charged list will be reviewed and agreed upon by both an Air Force and institution representative. 1.5. Linen Services and Room cleaning. Linen will be exchanged at least once during the program dates and be included in the contract. A one-time room cleaning will occur after room check-outs on Thursday, 6 July 06. 2. Dining and Meals. 2.1. Dining. Cadets will be offered 7 breakfasts, 7 lunches, and 7 dinner meals beginning with dinner on Wednesday, 28 Jun 06 and ending with lunch on Wednesday, 5 Jul 06. 2.1.1. The breakfast meal will be offered from 6:00 to 7:15 AM 2.1.2. The lunch meal will be offered from 11:30 AM to 12:45 PM 2.1.3. The dinner meal will be offered from 6:15 to 7:30 PM. 2.2. Meal Charges. The Air Force will be charged a flat price for each individual actually served per meal. 2.2.1. A sign-in sheet will be placed at the beginning of the service line. 2.2.2. The final number charged will be taken from the sign-in sheet after each meal and verified and agreed upon by both an Air Force and institution representative. 3. Academic and Admin Spaces. 3.1. Main Academic Room. An academic auditorium or conference room set up in classroom style (folding tables and chairs) capable of accommodating up to 300 cadets will be set up no later than Sunday, 23 Jun 06, at 6:00 PM. The academic room shall be available for use all day Wedesday, 28 Jun 06 through Wednesday, 5 July 06. 3.1.1. The following AV support shall be set up in the academic room: 1-each laptop computer (Pentium 4 with Microsoft Office to include Microsoft Word, Excel, PowerPoint, Outlook and Explorer with DVD player), 3-each 1800 lumen projectors and 3-each screens sufficient that the farthest point from the lecturer can be seen without difficulty, audio speakers to project lecturers voice without strain, at least 2-each lavaliere UHF wireless microphones, 1-each podium with microphone, 1-each VGA monitor (screen facing the briefer), and 1-each wireless mouse with laser pointer. 3.1.2. The institution shall provide an easel with placard stating exclusive AFROTC areas, i.e., academic room, dining area (if separate from institution students), etc.. 3.2. Admin Office. An admin office will be provided in the same building as the academic instruction room with lock and key access limited to Air Force admin staff around the clock. 3.2.1. The following AV support shall be provided and set up in the admin office: 1-each active DSL/Cable Internet access point, 1-each at least Pentium 4 computer (laptop or desktop) with Microsoft Office to include Word, Excel, PowerPoint, Outlook and Explorer linked and actively capable of internet access, 1-each printer w/paper linked to the computer, 1-each active telephone line, 1-each active fax line, and 1-each fax machine. 4. Available Services. 4.1. Fitness facility. Cadets shall have access to an institution fitness facility. 4.1.1. Minimum available hours of: 5:00AM - 8:00PM or 5:00AM - 7:00AM & 5:00PM - 8:00PM 4.2. Laundry facilities. Laundry facilities must be available to cadets 24/7. 5. Security. 5.1. The institution must maintain 24 hours a day, 7 days a week security. 6. Personal Charges. 6.1. HQ AFROTC will pay for rooms, academic and admin accommodations, AV support, and dining through contract. 6.2. Incidental charges for (including, but not limited to) long-distance calls, Internet charges, etc. will be charged to the individual member. 6.3. Each member is responsible for pre-arranging with the institution, payment for incidental charges – if the individual provides a personal credit card. 7. Selection Criteria. 7.1. The Government will evaluate proposals based on price, technical acceptability, overall 24/7 safety of cadets (24/7 institution security is a requirement but not a guarantee of this), level of requirements met, and best value to the government. In determining best value, the government will also consider the following: proximity to Hartsfield-Jackson International Airport in Atlanta, GA, proximity to Maxwell AFB, AL, quality of facilities, and layout and proximity of facilities relative to each other. 8. Service Delivery Summary Description SOW Paragraph Performance Threshold Accomodations Para 1.0. Contractor must provide accommodations as described in para 1.0. Dining and Meals Para 2.0. Contractor must provide a cost per meal actually eaten system to ensure no overcharges occur Academic and Admin Spaces Para 3.0. Contractor will provide academic and admin rooms as described in para 3.0. Available Services Para 4.0. Contractor will provide some sort of fitness location for cadets to exercise at no additional cost to government Security Para 5.0. Contractor will ensure 24/7 security 9. Offer submission. 9.1. The institution shall submit firm-fixed pricing for all line items listed on the attached price schedule in accordance with appropriate Statement of Work paragraphs. 9.2. On-site representative. The institution shall provide name, title, and contact information for an on-site representative to directly engage and/or respond to on-site issues real-time. This individual must be employed by the institution and must be readily available for the duration of the academic session at the institution. 9.3. The offer shall address Statement of Work paragraphs 1.1. through 6.3. with a detailed explanation of conformance to the Statement of Work. 10. Conference summary. 10.1. Within 7 work days following the event, no later than Friday, 15 Jul 06, the institution will provide HQ AFROTC/DOT a conference summary that highlights the successes of the conference and details suggestions for future improvements.
