- NAICS Code: 334513 Amendment #2 Question #1: In the Description near the beginning is the sentence "Data regarding the industrial liquid addition to solid waste landfill is needed". Also, near the end is the sentence "The contractor shall prepare and adhere to attachment #1 concerning a QAPP as it is applied to the analysis of secondary data". These statements appear to be related, but we do not see how they pertain to this quotation. As we understand it, this is a quotation to put together and install a system of hardware and software. Nowhere else in the description or the table of deliverables is there any mention of running experiments and collecting data, or doing a literature search to find secondary data. Certainly a QAPP will be needed before collecting data, but there will be no data generated during the installation phase of the project. So, may these tasks be excluded? Answer: The project officer has determined that the requirement for a QAPP is not needed for this requirement. The following sentence has been removed from the Statement of Work: "The contractor shall prepare and adhere to attachment #1 concerning a quality assurance project plan (QAPP) as it applied to the analysis of secondary data". Task #3 has also been removed from the Deliverable Table. Amendment 1 to RFQ-OH-06-00046 The purpose of this amendment is to clarify the lysimeter requirement. US EPA requires four (4) lysimeter vessels. Therefore, the SOW and all attachments are changed to indicate that this procurement if for 4 lysimeter vessels. The RFQ is also amended to reflect the correct size of the lysimeters. Each lysimeter stack is to be a height of ten (10) feet. In addition to the changes in the specifications, the following clauses are added to the RFQ: EPAAR 1552.233-70 Notice of Filing Requirements for Agency Protests; and 1552.211-79, Compliance with EPA Policies for Information Resource Management.
