- SOURCES SOUGHT SYNOPSIS 3 January 2006 Kabul Contracting Office, Afghanistan, Joint Contracting Command ? Iraq/Afghanistan (JCC-I/A), is seeking sources to provide weapons maintenance and a weapons parts supply chain management system for the Afghanistan National Police (ANP) force. The purpose of the Sources Sought Synopsis is to perform market research to find qualified sources and best industrial practices for this type of requirement. The estimated period of performance for this acquisition will be base year plus 2 option years, starting possibly March 2006. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. At a future time a solicitation will be posted at the U.S. on FedBizOps and at the deployed location on militarycontracting.com. This Sources Sought Synopsis is in support of market research being conducted by the Army to identify capable potential sources. Contractors responding to this Sources Sought Synopsis shall submit the following information to: TSgt Leslie Westcott, email: leslie.westcott@cfc-a.centcom.mil, by 14 January, 2006. Background: The Afghan National Police (ANP) capability is in a development stage. Currently, a weapons maintenance program or service does not exist for the ANP weapons. This requirement is intended to fill this need for the ANP. The current inventory is about 15,500 weapons with a projected end-strength of 80,000 weapons in 2007. The following weapons are in the current inventory: Russian/Chinese AK-47s Hungarian AMD-65s, 9x18 Makarov 9 mm S&W Sigmas 12ga Mossberg shotguns Russian RPK/RPGs. Weapons maintenance sites are in the following five main regions of Afghanistan: Kabul Mazar-e-Sharif Heart Kandahar Gardez Requirement: The contractor will establish secure facilities at each of the five regional locations in Afghanistan, service and refurbish a variety of weapons, and temporarily store the weapons. The contractor will be required to establish a database to track the weapons as well as establish a supply chain management system. In addition, a weapons maintenance training program will be necessary. Required Information: This is a non-commercial requirement. There is no other requirement to compare this requirement to and therefore, we are seeking best industrial practices. The Government is requesting qualified contractors with experience performing this type of work in war-torn countries to respond with their suggested statement of work to meet the requirement. Submittal: The contractor is not limited by pages, however, the contractor should only submit enough pages to get the point across. The pages should only be one sided, single-spaced, and in English. The contractor?s submittal can also include graphic material if necessary. Contractors responding to this Sources Sought Synopsis shall submit the following information: 1. The contractor shall provide documentation showing that they have had experience within the last three (3) years in weapons maintenance and supply chain management systems as the prime contractor or sub contractor. 2. The contractor shall describe their approach and ability to provide capabilities and knowledge to maintain ANP?s variety of weapons. 3. The contractor shall describe their ability to establish and implement a weapons parts supply chain system and automated management information system. 4. The contractor shall identify their experience managing multiple weapon maintenance sites. 5. Indicate whether you are a U.S. or foreign owned firm. 6. Provide relevant and recent customers point of contact names, addresses, e-mail address, phone number, cell phone numbers, and scope of service(s) provided. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
