- Synopsis Solicitation Number FA8617-05-R-6151, utilized in the sources sought notices dated 2 and 11 May 2005, is hereby changed to FA8617-06-R-6151 to reflect the change in fiscal year procurement. The Training Aircraft Systems Group, Joint Primary Aircraft Training Systems (JPATS) Squadron, Wright-Patterson AFB, OH, intends to issue a sole-source Request for Proposal (RFP) to Raytheon Aircraft Company (RAC), 9709 E. Central Avenue, Wichita, KS 67206-2507, subject to approval of a Justification and Approval citing FAR Exception 6.302-1(a)(2), ?Only one responsible source and no other source can satisfy agency requirements without substantial duplication of cost to the Government that is not expected to be recovered through competition." The anticipated date for RFP release is on or about 7 Feb 2006 for a Firm-Fixed-Priced Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a basic year and nine (9) one-year options. Contract award is anticipated no later than 1st quarter Fiscal Year (FY) 07. Production items will be procured during the first seven (7) years of the ten-year IDIQ contract with Sustaining Engineering being procured in all ten years. This notice of intent also includes initial awards of Lots 14 and 15 advance procurements for those long lead items necessary for production. This is a continuation of an existing production program; more than 50% of the production has been completed. Previous contracts procured a quantity of 418 T-6A aircraft and 83 T-6A Aircrew Training Devices (ATD) with related services under contracts: F33657-94-C-0006, F33657-00-C-2192, and F33657-01-C-0022. This RFP will complete the United States Air Force (USAF) and United States Navy (USN) requirements: seven (7) lots of T-6A aircraft, approximately 365 in total; seven (7) lots of aircrew training devices, approximately 36 in total; simulator servers to integrate the ATDs with the remainder of the JPATS Ground Based Training Systems(GBTS); studies and analyses; maintenance support for the prototype aircraft; support for the development of new product enhancements for JPATS; crash damage repair; on-site field service representatives; USN aircraft spares outside the typical T-6A Contractor Owned and Maintained Base Supply Service?s contract requirements; engine structural integrity program and aircraft structural integrity program support; GBTS integration and systems engineering support; dedicated engineering support to address deficiency reports and miscellaneous program management planning; incidental aircraft pilot training, aircraft maintenance training, and firefighting familiarization training; engineering changes to be cut-in to production aircraft and ATDs; retrofit of hardware/software changes on fielded assets; data; technical manual updates; site activation; Individual Aircraft Tracking and the Loads/Environment Spectra Survey Program for FY07-16; Unique Identification compliance; supplemental military or Federal Aviation Administration component certification; correction of deficiencies; over and above maintenance actions; and parts obsolescence management. A complete re-procurement data package is not available. RAC owns design rights to the T-6A aircraft and peculiar support equipment and, as such, is the sole provider of studies and analysis, Class I and II Engineering Change Proposals. RAC provides all maintenance support for the prototype aircraft, crash damage repairs to fielded aircraft, and system/sustaining engineering support of the entire JPATS Ground Based Training System: ATDs, Training Integration Management System, and courseware. The purpose of this synopsis is to notify industry of the impending action so that subcontracting opportunities with RAC may be pursued. Potential subcontractors should contact RAC directly.
