Description
This Notice supercedes or replaces a previous notice. The previous notice was entitled A76 Standard Competition CA Study, DOL, OCFO Finance & Accounting Services (reference-number-DOL-OCFO-Finance-Accounting-Svcs). In accordance with OMB Circular A-76, the United States Department of Labor (DOL), announces a Standard Competition of the DOL Multi-Agency Finance and Accounting Services Functional area, which includes employees in Washington, DC and throughout the United States (10 states). The job functions include, but are not limited to, general accounting, collections & account receivables, payments, reconciliations & reports, travel, and financial systems support services. These functions are performed by the following DOL Agencies: BLS-Bureau of Labor Statistics, ESA-Employment Standards Administration, ETA-Employment and Training Administration, MSHA-Mine Safety and Health Administration, OSHA-Occupational and Safety Health Administration, OCFO-Office of Chief Financial Officer, and OASAM-Office of the Assistant Secretary for Administration and Management. [See attached Job Functions sheet.] The project end date is projected to be on or near January 2, 2007, with pre-approval for a six-month extension, if necessary. The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The NAICS Code for this procurement is 541219 Other Accounting Services. These functions are currently being performed by approximately 170 government employees. The Competitive Sourcing Official for this competition is Mr. Patrick Pizzella; the Contracting Officer is Mr. Peter Higginbotham; the Agency Tender Official is Mr. Bruce Tarsia. This announcement is not a solicitation and proposals are not requested at this time. Firms interested in being included on a mailing list, in the event of a solicitation being issued, should follow instructions that will be indicated on or around the project end date listed above in conjunction with the announcement of the Standard Study results in FedBizOps, at that time. It is the sole responsibility of the interested firm to monitor the website for notification of any results and pending solicitation.
