Description

Blanket Purchase Agreement to place advertising for foreclosure sales conducted by USDA Rural Development, Kentucky State Office in various newspapers in the Commonwealth of Kentucky. Pricing must be firm fixed as either 1.) a percentage discount from or surcharge to each newspaper's standard rate card, or 2.) a fixed amount of discount from or surcharge to each newspaper's standard rate card. Successful quoter must have existing cntractual arrangements with every newspaper published in the Commonwealth of Kentucky, be registered in CCR (Far 52.207-7), have completed ORCA Annual Representations and certifications (FAR 52.204-8) have or apply for a USDA NFC Vendor Identification Number, and complete the Test Work Sample included in the RFQ. Oral presentations are required, but may be waived at the Government's discretion. Evaluation and selection will be by best value analysis.
