Description

R6-27-06-012 is a new firm fixed price indefinite quantities two-year service contract for Region 6 Forest Inventory and Analysis (FIA) plot design. There are thirteen bid items (National Forests) broken into six areas. The awards will be made on a area by area basis. The government anticipates making multiple awards. This solicitation requires locating and measuring FIA Forest Inventory plots on National Forest lands, providing digital delivery of data, and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment (including all computer hardware and software deemed necessary to perform the requirements of the contract), supervision, transportation, operating supplies (except those designated as Government-furnished), and incidentals. Work shall be done in accordance with the procedures detailed in ?Field Instructions for the Annual Inventory of Washington, Oregon, and California, 2006? hereafter referred to as ?Field Instructions.? These inventory plots may be co-located with selected Current Vegetation Survey Plots. The contract will be 100% set-aside for Hub Zone contractors. Both Hub Zone and non-Hub Zone firms are encouraged to submit pricing for this project. The project will be awarded on an area by area basis. In the event that there are no offers received from HubZone Firms in any particular area or all offers received for an area(s) from Hub Zone firms are more than 20 percent above the Government estimate and the Contracting Officer considers their pricing outside the range considered fair and reasonable, the Contracting Officer may evaluate the non-Hub Zone firms? bids for award(s) of this contract. All award(s) of this contract will be based upon best value to the Government price and other factors considered. The NAICS code for this project is 115310. The solicitation will be posted on the?fedbizopps.gov ?on or about 2/4/2006. All contractors must be registered in the Central Contractors Registration (CCR) in order to be considered for award.
