Description
The purpose of this amendment is to post questions and answers regarding this requirement. All questions received after 16:00 EST on 4 January 2006 will be not be answered. Questions and Answers: 1. How many DCMA users will use the web based training? Ans: Approximately 11,000. 2. Will the vendor only train DCMA users in Virginia? Ans: The employees will use the CBT, the vendor will not deliver training directly to any employees 3. Are there any security requirements for access to the tutorials (user IDs, employee IDs)? Ans: No. EDW and the WBT will operate within the DCMA network and is not intended for external users 4. Is the EDW used by vendors as a part of the bill paying process? Was the system developed by CACI International Inc? Ans: No. No. 5. Are the quick reference procedures, called Just-in-Time training (JIT), context-sensitive online help accessed from the EDW application or condensed versions of the full EDW Web-Based Training to be developed? Context sensitive help would mainly be step-by-step written generic procedures whereas WBT would have simulated EDW screens requiring the user to fill in specific data to complete the procedures. Ans: This would need to be part of the discussion/design phases 6. Does the WBT require bookmarking? Ans: No. 7. What types of tracking are required? Ans: No. 8. Is there an LMS in place or planned? Ans: DCMA has an LMS System, but it is not applicable to his training 9. Do you require SCORM or AICC conformance? Ans: No. 10. What are your minimum platform requirements? (Internet explorer 5.0 or higher, etc.) Ans: Internet Explorer 6.0 or higher 11. Are plug-ins allowed (such as Flash) Ans: This would need to be part of discussion/design phases 12. Are you looking for video, audio, or animation? Ans: This would need to be part of discussion/design phases 13. What types of evaluation are desired? Ans: None, the intent of the WBT is to familiarize the user enough to use in their daily work. 14. Does DCMA want to be able to maintain these WBT's? Ans: Yes. 15. Does DCMA own or prefer a specific development tool? Ans: No. 16. How large are the user manuals that you currently have in-house? (Number of pages? Procedures? Typical tasks?) Ans: Approximately 200 pages 17. When will the system upgrade be complete? Ans: The software development and testing are completed. System deployment is anticipated beginning in February 2006. 18. How can we get access to the EDW 4.0 user guide and past user guides so that we may estimate the level of effort? Ans: http://home.dcmde.dcma.mil/edw/documents/index.htm 19. Will all staff be required to work at the DCMA Alexandria, VA office or may some of the staff work at the service provider's facilities? Will software and hardware be provided to staffing working onsite at DCMA? Ans: No & No 20. The solicitation says that it is an RFQ, and quotes are due Jan 10, 2006. Solicitation also says that a proposal is required, but when are the proposals due? Ans: 10 January 2006 21. Based on the Performance Work Statement, contractor shall provide proposed CLINs' structures to include number of technical special, developer, travel and/or ODCs, in order to successfully perform the required services and deliverable end products. What is meant by "technical special, developer"? Ans: These are personnel titles 22. Who is developing EDW, and who is developing the user guide? Ans: Integic developed EDW and the User guide for DCMA Do they have Web-based training (WBT) experience? Ans: Yes. Are they interested in performing the WBT work defined in this solicitation? Ans: Yes and few others 23. What Web-based training regulations/requirements apply (e.g., accessibility, mobile code, SCORM)? Ans: None. 24. What are the page limits and formatting requirements for the proposal? Ans: About 25-30 pages in length and must be single sided. Price proposal shall be submitted separately from Technical Proposal and Past Performance. 25. What does "Promo" mean? (maybe promotional material) Ans: Promotional material 26. Is it possible to obtain the user?s guide (mentioned in Amendment 0001) via email or can we obtain it via overnight shipping? Ans: http://home.dcmde.dcma.mil/edw/documents/index.htm 27. Would the contractor be able to perform the work at the contractor site or must the support team be located at DCMA facilities? Ans: The contractor can perform the work at their facilities, but required meetings may be at DCMA facilities 28. What is the anticipated level of effort required for this solicitation? In other words, how many WBT programmers are needed to complete the requirement within the allowed time frame? Is the EDW software a COTS product? If so, who is the manufacturer? If not, how was the software developed? Ans: EDW is a custom built system used solely by DCMA. The developer is Integic.
