Description
The United States Department of Transportation, Research and Innovative Technology Administration, Volpe National Transportation Systems Center (Volpe Center) in supporting the Federal Carrier Safety Administration (FMCSA) and the National Highway Traffic Safety Administration (NHTSA) intends to solicit on a time and material non-competitive basis with the University of Michigan Transportation Research Institute (UMTRI), Center for National Truck and Bus Statistics, Ann Arbor, MI to provide the production of a data set codebook for the data from the Large Truck Crash Causation Study (LTCCS) including the development of a generalized variance function model for the data set and the calculation of the estimates of standard errors for all data files in the LTCCS. In accordance with Federal A cquisition Regulation (FAR) 6.302 under the statutory authority of 41 U.S.C.253(c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. UMTRI has extensive experience in support national programs for collection and analysis of truck accident data, and in the development of complex nationwide vehicle and truck safety databases and data codebooks. UMTRI also has had substantial involvement with the LTCCS effort for FMCSA and NHTSA including co-authoring the report Large Truck Crash Causation Study Analysis Series: Methodology of the Large Truck Crash Causation Study, and contributing to the data collection and design. In addition, UMTRI developed the data codebooks for the National Automotive Sampling System (NASS), which is a data collectio n system used for collecting information on motor vehicle and truck crashes, and which served as the basis for the data collection activities for the LTCCS database. The scope, content format and inter-relationships among the large highly complex set of data elements in the LTCCS database make the unique UMTRI expertise with the LTCCS and the NASS, and with the development of the NASS data codebooks, critical to the production of a data set codebook for the data from the LTCCS and the development of a generalized variance function model for the data set and the calculation of estimates of standard errors for all data files in the LTCCS. A complete Statement of Work will be set forth in the Request for Quotation (RFQ); issuance will be on or about January 19, 2006. The applicable North A merican Industry Classification System (NAICS) code for this requirement is 518210 and the Small Business standard is $21.0 Million. This procurement will be conducted in accordance with FAR Part 13. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms? capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a c ompetitive basis. The Government will not pay for documentation received will not be returned to the sender. A determination by the Government not compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
