Description
MOTOR CARRIER EFFICIENCY STUDY The Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), will host an Industry Day for an upcoming project entitled: The Motor Carrier Safety Efficiency Study. Event details are planned as follows: When: February 9, 2006 from 8:30 AM to 5:00 PM. Where: at the Sheraton Miami Mart Hotel, Miami, Florida. The purpose of this initial Industry Day meeting is to provide the FMCSA an opportunity to communicate to industry its objectives and expectation for the Motor Carrier Efficiency Study; and enlist industry input on this Congressionally directed study. Specifically, the FMCSA seeks to obtain information relative to supply chain management and wireless technology capabilities to improve the safety and productivity of motor carrier freight transportation including intermodal operations, cross-border movements, and points of freight interchange. The Motor Carrier Efficiency Study, as specified in the Section 5503 of the Safe, Accountable, Flexible Transportation Equity Act: A Legacy for Users (SAFETEA-LU) transportation authorization legislation, will address the following areas; identify inefficiencies in the transportation of freight; evaluate the safety, productivity, and increased cost savings that may be achieved through the use of wireless technologies to address the inefficiencies in the transportation of freight; and, conduct field tests demonstrating how wireless technologies will improve inefficiencies. In conjunction with the study criteria, the following program element will have to be considered: fuel monitoring and management systems, radio frequency identification technology, electronic manifest systems, cargo theft prevention and roadside inspection systems. The specific task of the requirement include the following: conduct a study of freight inefficiencies; develop a concept of operations requirements and test plan; develop a system design document; conduct field operational test; support the data collection for the independent evaluation; conduct data collection and analysis; and, provide input to annual report to Congress. There will be an independent evaluation and analysis of the wireless technologies data and field operation test. This study also requires a final report which will summarize the freight study, technology demonstration findings, experiences and lessons learned during the four year program duration. This notice is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any non-profit organization or small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of Industry Day attendance. This notice is for informational and planning purposes only and does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government.
