- Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Dr. Adela Luque on a sole source basis to provide expert advice and assistance to the Census Bureau in its efforts to work with the redesign of RD-1 including Frame Enhancement, Improved Editing and Imputation, and Increased Accuracy in Industry Coding . The tasks require detailed knowledge of the data as well as experience working with, the micro data from the Survey of Industrial Research and Development (RD-1). Dr. Luque has substantial and unique experience using the confidential micro data from the RD-1 survey to evaluate the quality of the survey. She has extensive experience and has authored three CES Working Papers (CES-WP-00-12, An Option-Value Approach to Technology in U.S. Manufacturing: Evidence from Plant-Level Data; CES-WP-00-13, Technology Use and Worker Outcomes: Direct Evidence from Linked Employee-Employer Data with Javier Miranda; and CES-WP-03-07, The Role of Technological and Industrial Heterogeneity In Technology Diffusion: a Markovian Approach). Most importantly, Dr. Luque was the graduate assistant responsible for all the data preparation and analysis on the last comprehensive micro data evaluation of the RD-1 survey. This concluded with the issuance of the 1999 report: ?Differences in Reported R&D Data on the NSF/Census RD-1 Form and the SEC 10-K Form: A Micro-data Investigation.? Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau?s needs. Detailed capabilities must be submitted to the U.S. Census Bureau, Acquisition Division, 4700 Silver Hill Road, FOB #3, Room #G-314 ATTN: William Russell, Washington, D.C. 20233. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to Dr. Luque without further notice.
