Description
THIS RFQ, COMBINED SYNOPSIS/SOLICITATION, IS CANCELED 2:00 PM, 12/27/2005. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA6703-06-Q-0004 is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. This procurement is being set-aside for small business. North American Industry Classification System (NAICS) code for this procurement is 541922; size standard is $6,000,000. The Small Business Competitiveness Demonstration Program is not applicable. Dobbins Air Reserve Base will issue a Blanket Purchase Agreement (BPA) for the period of 1 Oct 2005 - 30 Sep 2006, and orders will be placed at the time of requirement by authorized callers. A list of authorized callers shall be provided by the government. The Contractor must support special events at the sites (Marietta, GA vicinity). Special events include, but are not limited to, activities such as public holiday observances, retirements, change-of-command ceremonies, ribbon-cutting ceremonies, groundbreaking ceremonies and similar events of command and community interest. In addition, contractor will provide a self- help capability for production of nonprofessional charts, temporary signs, and other graphic works. The contractor will ensure materials and supplies to make these items are readily available to customers at all times. The contractor will provide advice and recommendations on assembly techniques and must be provided upon request. Availability of self-help capabilities must not relieve the contractor from performing work when requested. The contractor must perform photographic services including, but not limited to, scheduling location photography, and studio/portrait, location, ALERT/emergency, copy, digital, and miscellaneous photography IAW 33-117, Para. 4.3, 4.4, and 4.6.3. Examples of photography requirements: passports and official photos, etc. (SEE BELOW). The contractor must produce graphic products for the clients IAW AFI 33-117, Para. 4.3, 4.4, and 4.6.3. The contractor must properly mark classified products with the level of classification and general downgrading instructions IAW DODR 5200-1, Industrial Security Manual for Safeguarding Classified Information. The following is an example of possible requirements: DESCRIPTION QUANTITY Dobbins Studio Photography (Film, processing, printing)Portrait & Tabletop 130 each Color Negative Film 35MM 315 rolls 120 30 rolls Black/White Film, Continuous Tone 35MM 2 rolls 120 0 Polaroid Film Dobbins Passports 320 Digital Cartridges to be used for : 1858 pictures This is an example of the estimated number of items which may be required during the ordering period. The total numbers may vary based on the occasion or ceremony. Please quote per example, with additional quantity pricing included as a separate item. Quantities will be specified when the order is called in. This request will be subject to all applicable FAR, DFARS, and AFFARS regulations and laws. The following clauses may apply to this acquisition: FAR 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. Evaluation of proposals will be based on price. Quotes shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and Defense Federal Acquisition regulation Supplement (DFARS) 252.212-7000, Offeror Representation and Certifications-Commercial Items. FAR 52.212-4, Contract Terms and Condition-Commercial Items shall apply. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in FAR 52.212-5 are 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222.19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies. Applicable clauses cited in DFARS 252.212-7001 are 52.203-3, 252.225-7001, 252.232-7003, and 252.243-7002. The following clauses shall apply: FAR 52.204-7, Central Contractor Registration (CCR), 52.212-5 (Deviation), DFARS 252.204-7004, Required CCR (Alternate A), DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country. The full text of FAR clauses may be accessed electronically at www.arnet.gov. The DPAS rating is DO-S1. This procurement will follow Simplified Acquisition Procedures in FAR Part 13.
