Description
The Veterans Affairs Medical Center, 50 Irving Street NW intends to negotiate on a sole source basis with George Moore & Associates, Inc. 2807 N. Parham Road, P.O. Box 31737, Richmond, VA 23294, for Early Intervention and Transition Services (EIATS) for the period of 1/15/06 to 9/30/06. The NAICS code is 624310. The EIATS counseling service provides early intervention and transition services to seriously injured service members at the Walter Reed Army Medical Center, in Washington, DC and the National Naval Medical Center in Bethesda, MD. Service members will receive prompt information and resources regarding the VA health care system, rehabilitative services, and other VA benefits. Counseling and guidance will allow the service member to understand where they are going, how to get there, and what VA services are available in support of their goals. Follow-on vocational services, including an initial vocational evaluation will be conducted. Ongoing contact with medical personnel is a key element of this service. Follow up assistance and coordination may be required to assist the service member with activities of daily living, as well as with ongoing hospitalizations, therapy and other treatments. The Government believes that only one responsible source can provide the service and intends to solicit and negotiate with only one source under the authority of FAR 6-302-1(b)(4). This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. However, if any firm believes that it can meet the requirement, supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide this service. Any supporting evidence and/or correspondence must be addressed to: VA Medical Center, Contracting Officer (90C), 50 Irving Street NW, Washington DC 20422, or via fax to 202-745-8465, by 12:00 NOON on January 6, 2006. The government will consider all quotations/responses received within fifteen (15) days of the issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. CONTRACTORS ARE ADVISED THAT ELECTRONIC RESPONSES TO THIS NOTICE WILL NOT BE RESPONDED TO.
