- The Space and Naval Warfare Systems Command (SPAWAR) in support of PMW 180 intends to issue a Request for Proposal for 200 modified Commercial-Off- The???Shelf (COTS), Universal Shipborne Automatic Identification Systems (AIS) in FY06, followed by an option for another 100 AIS in FY07. This synopsis and resultant solicitation for commercial items will be in accordance with FAR Part 12. An Indefinite Quantity, Firm Fixed Price contract is planned. Quantities are planned for a minimum of 20 and maximum of 300. The RFP is being delayed until results from the RFI posted below are evaluated. SPAWAR is advertising this request for information for this competitive, best value, procurement. The scope of work is for Universal Shipborne Automatic Identification Systems (AIS) and the draft statement of work is posted below. It is anticipated that a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity type contract will be awarded with a maximum of 200 units for FY 06. There will be an option year for FY07 with a maximum of 100 additional units. The North American Industry Classification System (NAICS) Code for this 334511. Responses are due by 2:00 P.M., PST, 22 December 2005 and shall be submitted via e-mail to kim.reidy@navy.mil. A. The ability to deliver up to 300 AIS units as described in the attached Statement of Work. The ability to deliver up to 30 units within two weeks after contract award. B. The ability to deliver up to 30 units monthly for up to 10 months. Additionally, the contractor must be able to deliver up to 40 units in any given month. C. Past performance showing successful delivery of a high quantity of AIS units meeting the criteria in the attached Statement of Work. D. Ability to provide technical and user manuals with each unit that is also available electronically for reuse by the Government. E. The availability of technical support of units for up to 5 years after delivery. 2. Responses shall be in Microsoft Word for Office 2000 compatible format and shall be limited to 15 pages and via e-mail to kim.reidy@navy.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. Response shall include name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number and e-mail of designated point of contact. Include Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. A "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. The Navy has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
