- The Stoller-Navarro Joint Venture (SNJV), is soliciting to procure Drilling Services. The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is to conduct a subsurface investigation at the Project Shoal Area (PSA) and has tasked SNJV as oversight of the project. The scope of this investigation requires the drilling and construction of three groundwater monitoring wells to depths ranging from approximately 1,670-2,020 feet [ft] below ground surface (bgs). The proposed boreholes are expected to be drilled using dual-tube reverse circulation drilling method(s) with air and water as the preferred drilling fluids. The diameter of the boreholes should range in size from 29 inches (in.) for the surface conductor casing to 12.25-in. at the expected total depth. The site is located in Churchill County, Nevada, approximately 39 miles southeast of Fallon situated at an elevation of approximately 5,200 ft near the north central area of the Sand Springs Range. The Statement of Work (SOW) consists of the Subcontractor mobilizing and furnishing all required personnel, equipment, support facilities, materials, fuel, and services to drill, construct, provide geophysical logging services, perform well development, and install dedicated pumps for three (3) groundwater-monitoring wells, as specified in the SOW. The proposed approach is for the bidder to specify drilling rig specifications, all drilling fluids and additives, and proposed bit and tool sizes (drill pipe collars) at the time the bid is submitted. All boreholes are to be drilled by Nevada-licensed well drillers. The names of all licensed well drillers to be assigned to the project and a copy of their respective Nevada well-drilling license must be submitted with the bid. SNJV anticipates award of a Time and Materials Construction Subcontract estimated to be between $2.3 and $3.3 Million. The start date of any resulting Subcontract is expected to be Date of Award (anticipated to be February 15, 2006, Mobilization March 6, 2006 with completion 180 days after mobilization).
