Description

The purpose of this modification is to add the following information IAW AFFAR's 5352.201-9101 OMBUDSMAN (10 AUG 2005). The Ombudsman for this procurement is Mr. Michael R. Jackson, HQ AMC/A7K, 507 Symington Drive, Scott AFB IL 62225-5022, (618) 229-0267, FAX (618) 256-6668, email: michael.jackson@scott.af.mil. Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to remove and replace HVAC system, roofing system, and insulation at Bldg 355, McConnell AFB KS 67221. The principal items of work shall include, but are not limited to, removal and installation of new roof top A/C units, a new exhaust system, new air curtain, and installation of a new single ply membrane roof. This is a Request for Proposal (RFP), Performance Price Trade-off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR Part 15 and the terms and conditions in the solicitation. The period of performance is expected to be 120 calendar days after Notice to Proceed. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $100,000 and $250,000. The NAICS code for this requirement is 238220. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on, or about 28 Dec 05 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
