- The Maritime Administration (MARAD) is conducting a Market Survey to identify potential business sources possessing the expertise, capabilities and experience necessary to meet the agency's requirement for Brokerage and related services to obtain oil pollution insurance policy with satisfactory underwriters to insure MARAD and other named Assured. The resulting policy shall indemnify against all liability - beyond the deductible and below a set ceiling amount - that would arise from an oil spill pollution incident originating from any of 59 Ready Reserve Force and 6 scholarship vessels; (EMPIRE STATE, ENTERPRISE, TEXAS CLIPPER, GOLDEN BEAR, STATE OF MAINE AND STATE OF MICHIGAN). The insurance policy shall also pay for clean up costs and remediation expenses, and reimburse other federal agencies for costs incurred relating to such oil spills. Services shall include, but are not limited to, premium calculations, claims and clean up coordination - as needed by MARAD with policy underwriters, ship managers, attorneys, contractors, and other parties. Interested parties shall identify their interest by submitting a capability statement and business size status (that is Small Business, Disadvantaged Business, Woman Owned Business HUBZone and Veteran-Owned Business, etc). All submission shall be submitted to Jay.Skiles@dot.gov by 2:00 P.M. Eastern Daylight Time (Eastern Daylight Time) on 4 Jan 2006. This notice of intent is NOT a proposal. The North American Industry Classification System (NAICS) code is 524210. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement. Potential Offerors are hereby advised that the Request for Proposal and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at U.S. Maritime Administration Virtual Office of Acquisition Website at http://voa.marad.dot.gov. No paper copies of the solicitation will be available. Potential offerors will be responsible for monitoring the Internet site for the release of all pertinent procurement documents. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
