Description
The United States Department of Agriculture (USDA), Office of Procurement and Property Management (OPPM), Procurement Operations Division (POD) is issuing this sources sought notice as part of its market research for bio-based, biodegradable tableware, cutlery and food services and supplies to assist potential prime contractors in identifying bio-based manufacturers/retailers, that can provide the appropriate bio-based products, as potential suppliers. Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA) mandated federal agencies increase their usage of bio-based products. As defined by FSRIA, a bio-based product is a product determined by USDA to be a commercial or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products or renewable domestic agricultural materials (including plant, animal and marine materials) or forestry materials. Items sought should include the following: 1. Cups and lids for cold beverages in 3- 24 ounce sizes 2. Biodegradable straws (Straws for Hot and Cold liquids) 3. Cups and lids for hot beverages in 12-24 ounces sizes (These items must be able to hold hot beverages without leakage or burning the user.) 4. Hot cup Jacket 5. Tableware (forks, spoons, soup spoons, knives, etc.) (Must be able to maintain its integrity at temperatures of 95 degrees Celsius or better.) 6. Clear clamshell containers for cold foods (All sizes) (Containers must be able to hold cold food without leakage or loosing its shape.) 7. Clamshell containers for hot foods (All sizes) (Containers must be able to hold both cold and hot food without leakage or loosing its shape.) 8 Hot food cups with lids for hot food (8,12 & 16 ounce sizes) (Cups must be able to hold both cold and hot food, such as soups, without leakage or loosing its shape.) 9. Bowls with lids (16-30 sizes)) (Bowls must be able to hold both cold and hot food, such as soups, without leakage or loosing its shape.) 10. Food trays all sizes with one being a two-cup tray. Trays must be grease resistant and biodegradable. 11. Plates (7, 9, 10 inch sizes) (Plates must be able to hold both cold and hot food without leakage or loosing its shape.) 12. 10 inch, 3-partition plate (Plate must be able to hold both cold and hot food without leakage or loosing its shape.) 13. 52-62 gallon compostable/biodegradable trash liners. The USDA cafeteria system services several thousand customers per day. Potential vendor(s) must be able to provide the necessary quantities that will be required for the USDA cafeteria program. All products must be provided in a timely manner, meet all comparable non-bio-based item industry standards for composting and biodegradability (i.e. ASTM International standards D6400-99, ?Standard Specification for Compostable Plastics? and ASTM Standard D7081, ?Standard Specifications for Non-Floating Biodegradable Plastics in the marine Environment.?) This sources sought is being conducted as market research only. There is not a requirement at this time. Potential sources are requested to provide a preliminary quote for market research to determine pricing for analysis for possible use of bio-based products in the food services arena. Quote should include a listing of products, estimated bio-based pricing, and estimated non bio-based pricing.
