Description
The United States Environmental Protection Agency (EPA) has a requirement for technical, administrative, and logistical support services supporting the National Center for Environmental Research (NCER) Peer Review activities. The contractor shall make logistical arrangements to secure meeting space for peer review panel meetings, and supply all required equipment for the meetings, including necessary computer equipment. The contractor shall include administrative support, to include collecting, collating, typing, proofing, copying, and tabulating peer review results. The contractor will not provide actual peer review expert services. NCER provides a 1-800 Hotline, as well as an e-mail address, to help provide information to potential and actual applicants. The hotline is a voice-recorded-user-activated information hotline (does not provide real-time interaction with the caller) which is available to the public 24 hours a day; this is also true of the NCER e-mail address. The contractor shall access these systems and provide the caller with the requested information. EPA will provide the contractor with a scripted answering protocol for frequently asked questions. The contractor shall also maintain the Peer Review Panelist Information System, which is an electronic database of potential reviewers, and contains data on areas of specialization, degrees received, optically scanned curriculum vitae, and contact information for peer reviewers who have authorized EPA to retain their names. A performance-based, cost-plus-fixed-fee, level of effort (LOE) contract is anticipated. The period of performance is estimated at one 12-month base period plus four option periods of 12 months each. The total amount of LOE for all periods and all quantity options is estimated at 74,900 hours. The proposed contract is anticipated to be a 100% set-aside for service-disabled, veteran-owned small businesses (SDVOSB) concerns. All responsible firms that qualify as SDVOSB may respond to the Request for Proposal (RFP) when it is issued. All proposals will be evaluated by the Agency in accordance with the technical evaluation criteria specified in the RFP. The applicable NAICS code is 541990, and the size standard is $6.5M. Solicitation PR CI-06-10141 will only be released through the internet. It is anticipated that this solicitation will be released in mid-to-late January 2006.
