- Description
- NAICS Code: 334513 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Radiation Protection Division (RPD) is conducting market research to determine potential sources for services involving the demonstration of alternatives to radioactive devices technology, using FAR Part 13 -- Simplified Acquisition Procedures. RPD is dedicated to minimizing incidences of lost radioactive sources that enter into consumer metal supplies and the public domain. Industrial devices and consumer products containing radioactive sources routinely fall out of regulatory control. Once this occurs, these devices and products may be subjected to harsh conditions capable of producing a breached source, with the potential of harmful exposure incidents and significant economical impacts to industry. Under the proposed Purchase Order, the Contractor will demonstrate, implement and submit a final report for a pilot project that will result in the decreased use of radioactive sealed sources for industrial applications of radiography cameras. Proposals will address technologies that are fully developed and validated in existing industrial processes without requiring significant modifications to current manufacturing or inspection practices. The North American Industry Classification System (NAICS) code for this procurement is 334513, with a size standard of 500 employees. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than two pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience with industrial devices and consumer products containing radioactive sources; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Nicole Humphrey at humphrey.nicole@epa.gov no later than January 3, 2006, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated. The Request for Quotes (RFQ) including the Statement of Work, evaluation factors, and quote submission instructions will be available on or about January 9, 2006 at the following website: http://www.epa.gov/oamhpod1/admin_placement/0600099/index.html with a 30-day response time.
