- This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items and FAR Subpart 13.5 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation. A written solicitation will not be issued and written proposals/quotes are required. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation No. N00604-06-T-0164 is issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisitions Circular 2005-06 and DFARS Change Notice 20051209. The applicable NAICS code is 561622 and the small business size standard is $6.5 Million. This procurement is a 100% small business set-aside. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. Lack of registration in the CCR database will make an offeror ineligible for award. A single award will be made to the lowest priced, technically acceptable quote. The resulting award is intended to be a firm fixed price contract. The requirement is for on-call locksmith services required for lock changing of security containers, drilling or neutralizing of locked out security containers, drilling and repair of security containers and security doors (SCIF rooms) including replacement of locks, key cutting services and deadbolt and door lock replacement for Building 700 and stay behind spaces IAW the Statement of Work (see below), terms and conditions. Performance is at Camp Smith, Hawaii for the period 3 January 2006 ? 2 January 2007 and two option years. Inspection and acceptance shall be at destination, Camp Smith, HI. S COPE OF WORK: 1.0 Locksmith services required for lock changing of security containers, drilling or neutralizing of locked out security containers, drilling and repair of security containers and security doors (SCIF rooms) including replacement of locks, key cutting services and deadbolt and door lock replacement for Building 700 and stay behind spaces. Locks are of various types including X07 and X09. Approximately 200 safes and 70 doors, 50 doors in the stay behind spaces and 20 SCIF doors within Bldg 700 are to be serviced as required. The contractor shall provide these services on an on-call basis. Detailed guidance on technical procedures can be found on the DOD Lock and safe website, available on the internet. Contractor shall respond within 12 hours from notification for non-emergency situations and within 4 hours for emergency requirements. Business hours are from 0700 ? 1700, Monday through Friday. Contractor shall maintain a reasonable inventory of materials for installation/replacement as required to avoid delay in services. 2.0 Security Containers For class 6 security containers used for administrative purposes such as filing classified documents, maps, drawings, plans and materials. All materials provided must meet federal specification FF-L-2740 (a complete copy can b e obtained in the internet) to ensure locks have a built in feature where either a single combination or a dual combination can be used. Services such as combination changing, lock changing or repairs, must comply with Federal Specifications FF-L-2740. Service required includes lock changing, drilling or neutralizing locked out security containers, security doors (to SCIF rooms), drilling and repair of security containers and doors. 2.1 Lock Changing On call services to remove defective or damaged locks as a subassembly for accessibility and ease of servicing outside the container. Parts used must be durable, reusable and not subject to damage or excessive wear. Locks furnished for replacement as well as services must comply with fede ral specification FF-L-2740, 3.5. Contractor shall provide a written cost estimate of parts required and obtain approval from the PACOM Headquarters, Business Operations Branch, J02HQ2 before commencing work. 2.2 Drilling or Neutralizing of Locked out Security Containers On call services to open security containers for which combinations are lost or requiring replacement of components in which containers can not be opened for whatever reason. No repair is required. Care is to be given so as to minimize damage to the control drawer as well as the rest of the container or door structure if lock is to a SCIF room or vault. 2.3 Drilling and Repair of Security Containers On call services to conduct services as described in Paragraph 2.1 as well as repair services. Repair services to include the removal of the damaged control drawer from the container and removal of the drawer-head from the drawer assembly. Contractor is to install new drawer-head on drawer assembly and install a GSA approved combination lock of new drawer-head (use original lock if appropriate), then reinstall control drawer in container. For SCIF doors, contractor is to evaluate and assess problem, remove and reinstall locks as necessary. All doors to SCIF areas will require installation of X09 locks. All repair parts and services must comply with Federal Specifications FF-LL-2740. Contractor shall provide a written cost estimate and obtain approval from the PACOM POC before commencing repair services. USPACOM HQ Business Operations will purchase additional X09 locks or acceptable substitute that complies with Federal Specification as required and provide to the contractor for installation, in the even that the current lock can not be repaired. 3.0 Key Cutting Services On call services as required to cut keys as needed. Estimate 20 per year. 4.0 Deadbolt and Door Lock Replacement On call services as needed to repair and replace existing deadbolts. door locks and X07/X09 locks for stay behind spaces (outside Bldg 700). Estimate 50 doors in stay behin d spaces, requiring replacement due to damaged or unserviceable locks. Services require inspection, removal and replacement parts of same or similar locks. Contractor shall provide a written cost estimate and notify Headquarters Business Operations Branch of the cost estimate and await approval to proceed with work completion. Materials and Parts Materials and parts required for repair IAW the Statement of Work, terms and conditions. Contractor shall obtain approval from the PACOM POC and provide a cost estimate before procuring parts under this CLIN. This CLIN will be established at a NTE amount of $10,000.00. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies with the following addendum: Paragraph (h) Multiple Awards: Delete entire paragraph and insert single award. The government plans to award a single contract resulting from this solicitation. FAR 52.212-2, Evaluation of Commercial Items apply. The following factors shall be used to evaluate offers: (1) Technically acceptable, (2) Price. A single award will be made to the low cost, technically acceptable responsible offeror. The Government reserves the right to make a technical acceptability determination without discussion with the offeror. Offeror shall price all CLINs. Price shall be included for all CLINs and corresponding Option CLINs. Offeror shall also include prices for after-hours services for all CLINs. In the event the unit price(s) and extended price(s) are ambiguous, the government shall use the indicated unit price(s) for evaluation and award purposes. Offerors shall use the price worksheet at the end of this solicitation in submitting their offers. Offerors shall include with the offer a completed copy of the provision in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate. If the offeror has completed the annual representations and certifications electronically at http:/orca.bpn.gov, the offeror shall com plete only paragraph (j) of the provision.
