- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Appalachian State University, 1039 State Farm Road, Boone, NC 28608-8000. Services are required to provide support to install two small wind turbines in a remote Alaskan village, to collect wind data and associated turbine performance parameters, to conduct training and workshops, to generate quarterly progress reports for EPA, final reports and project presentation to EPA. The purpose of this demonstration project is to investigate the operation and overall performance of small wind turbines under extreme Arctic weather conditions. The project provides an opportunity for EPA to obtain actual field data on small turbines located in a remote, harsh environment and affords an opportunity to explore a low cost clean energy option. Several select parameters shall be monitored closely throughout the turbines operation at the remote site, such as wind speed, turbine performance, accessibility & installation, battery bank performance, reductions of emissions, hybrid performance tying into existing diesel generator, etc. The contractor with the assistance from local villagers shall install two small wind turbines in a remote Alaskan village and utilize conventional lead-acid batteries to store energy. In addition, The contractor shall provide training on maintenance and safety of the wind turbines to the locals as well as outreach and workshops on sustainable living. The Contractor is required to provide all personnel, support and equipment necessary to provide the following: 1. The Contractor shall prepare a cost estimate, work plan, quarterly progress reports, and management. 2. The contractor shall purchase the necessary equipment and inspect prior to shipment and installation in Alaska. For example, purchase of 2 H-40 Whisperlink Wind Turbines, Tower Kits, Anchors, etc. 3. The contractor shall coordinate all logistical requirements with the respective village contacts prior to their arrival in Alaska. 4. The contractor shall install 2 small wind turbines. 5. The contractor shall set up monitoring program of the critical parameters such as wind speed, turbine performance, etc. training of locals on turbine monitoring and maintenance. 6.The contractor shall provide training on maintenance and safety of the wind turbines to the locals as well as outreach and workshops on sustainable living. 7. The contractor shall provide to EPA a final trip report and provide a final project presentation to EPA. The deliverables are as follows: Work plan and cost estimate - 25 days after date of award. Purchase and Inspection of Equipment shall occur between Jan - Mar 2006. Installation of Turbines shall occur between late spring or summer 2006. Training and workshops shall occur between late spring and summer 2006. Quarterly reports, final report and presentation shall occur quarterly and final report shall be submitted between Nov - Dec 2006. EPA believes Appalachian State University is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond by December 30, 2005. to Natalia Fisher-Jackson, at the above address. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
