Description
NAICS Code: 541620 This is a combined synopsis/request for quote for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written RFQ will not be issued. This procurement is made on the basis of full and open competition. The identifying number is RFQ- OH-06-00042. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS code is 541620 and the size standard is $6 million. A firm fixed price purchase order is anticipated to result from the award of this RFQ. Therefore, offerors are requested to submit a firm fixed price quote for each phase of the statement of work below. This procurement is for the project, "Development of an Ohio MARKAL Database" required by the Office of Research and Development located in Research Triangle Park, NC in accordance with the statement of work. Statement of Work I. Title Development of an Ohio MARKAL database II. Background The U.S. EPA is interested in the development of regional energy models to support state air quality managers in analyzing technological options for improving air quality. Over the past several years EPA's Office or Research and Development has successfully supported the development of New England MARKAL (NE-MARKAL), a state-specific database for use in the MARKAL (MARket ALlocation) model. The database provides technology and demand data for the energy systems of each state from 1999 to 2029 in three year increments. ORD is now interested in expanding state-specific coverage to the Midwest. As a first step in garnering interest for development of an MW-MARKAL, ORD is seeking to develop an Ohio energy system database for use in MARKAL, and through its development and use to begin the process of engaging other Midwest regional stakeholders towards the potential of a full MW-MARKAL compatible with NE-MARKAL. If the development and testing of the Ohio database is successful (including compatibility with NE-MARKAL) as additional EPA funding permits, additional Midwest states may be added through a similar procedure as below. III. Scope of work Phase I: The following tasks shall be performed. Task 1. Establishment of Small Steering Group The Contractor shall establish a small steering group of stakeholders representing Ohio energy and environmental players including, as appropriate, governmental agencies to provide guidance for data sources for Ohio-specific information and review of Ohio-MARKAL model assumptions. Task 1 shall be implemented within 1 month after award. Task 2. Preparation and Submittal of QAPP The contractor shall prepare and submit a Quality Assurance Project Plan (QAPP). The project will not proceed without an EPA approved QAPP. The contractor shall prepare and adhere to the QAPP as it applies to the analysis of secondary data as defined in Attachment 1 to the statement of work. Task 2 shall be completed within 2 months of award. Task 3. Assemble Data Using sources identified in Task 1 as well as regional and state data from the Energy Information Administration, the Department of Transportation, EPA's national MARKAL database, and other publicly available sources, the Contractor shall assemble appropriate data to represent Ohio for the following energy sectors: electricity generation; agriculture; commercial; industrial; residential; and transportation sectors. Task 3 shall be completed within 10 months after award. Task 4. Develop Templates The Contractor shall develop templates containing the demand, technology, and air emission data needed for the sectors defined in Task 3. The template shall be an Excel workbook of data including raw data, source of data, data transformation processes, and final MARKAL ready data for upload through the ANSWER interface. Each sector is to be a separate workbook. Task 4 shall be completed within 10 months after award. Task 5. Develop Reference Energy System (RES) Representation The Contractor shall develop in MARKAL the appropriate reference energy system (RES) representation to support the Ohio-specific data contained in the templates of Task 4. Task 5 shall be completed within 10 months after the award. Task 6. Calibrate Ohio Database in MARKAL The Contractor shall calibrate the Ohio database by testing in MARKAL and comparing the results to match the Ohio energy balance for 1999 and the 1999 emission profile for the state. These preliminary results shall be reviewed by the Steering group assembled in Task 1 and refinements recommended by the group to improve calibration shall be implemented. Task 6 shall be completed within 11.5 months after the award. Task 7. Delivery of Templates The Contractor shall deliver the final templates, the sector data, and the Ohio RES structure twelve months after initiation of the contract. Optional Phases: Following the completion of Task 7 above, the Contractor shall await receipt of a modification from the EPA Contracting Officer within 15 days from the end of the period of performance. The Government may or may not elect to exercise the optional phases listed below. The Contractor shall not perform any work associated with the optional phases below until a written modification is received from the EPA Contracting Officer stating that one or more of the optional phases has been exercised and funded accordingly. Phase 2: The Contractor shall repeat Tasks 1 and 3-7 for one additional state in the Midwest. Task 2 will only need to be completed for the first phase and used for each additional optional phase. If this option is pursued, additional funding will be provided and similar deliverables shall be due one year from date the option is exercised. Phase 3: The Contractor shall repeat Tasks 1 and 3-7 for one additional state in the Midwest. Task 2 will only need to be completed for the first phase and used for each additional optional phase. Quality Requirements The contractor shall develop quality assurance documentation as required in Appendix #1 to this Statement of Work. Work involving environmental data shall not commence until the quality assurance documentation has received official approval from the EPA Quality Assurance Staff. V. Deliverable Schedule DELIVERABLE Schedule. Establishment of Small Steering Group: 1 month after award; Preparation and Submittal of QAPP (Only for Phase I): 2 months after award; Assemble Data: 10 months after award; Develop Templates: 10 months after award; Develop Reference Energy System (RES) Representation: 10 months after award; Calibrate Ohio Database in MARKAL: 11.5 months after award; and Delivery of templates, Ohio data, and RES Structure: 12 months after award. Estimated Hours for Phase 1: 370 hours Estimated Hours for Phase 2: 405 hours Estimated Hours for Phase 3: 405 hours V. Technical Evaluation Criteria The Government will evaluate and make the award based on "best overall value." Best overall value will be a combination of the responses to the criteria below and price. Contractors must meet all criteria in order to be considered for award. If more than one contractor demonstrates superior quality under each are listed below, price will be the determining factor. The quotations will be ranked on the following criteria based on a 100 point total. 1. Technical Approach (30 pts): Offeror shall outline a plan to fulfill each task identified in the Statement of Work. For task 1 the Offeror shall include a list of energy and environmental groups/organizations which may be invited as participants for the steering group. For Task 3 the offeror shall include potential sources for Ohio-specific data. 2. Quality of Proposed Staff (50 pts) a) Demonstrated qualifications (education, experience, expertise and availability) of proposed staff to perform requirements of the statement of work. b) Demonstrated experience, training, and/or familiarity with energy system models. Higher ratings will be given to those with MARKAL experience. c) Demonstrated ability to analyze energy-related data and energy model outputs. d) Demonstrated ability to engage appropriate state and regional stakeholders who can contribute to and benefit from the development of the Ohio database. . 3. Past Performance (20pts) Demonstrated performance on contracts/subcontracts completed during the past three years and/or currently in progress which involve analysis of energy systems or sectors. Higher ratings shall be given to successful projects which involve assembling, handling and analyzing energy data sets or involve energy system modeling. For each contract/subcontract provide a few sentences about the resulting product and provide a client point of contact and telephone number. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
