Description
WORK STATEMENT Sec. 1 General The work consists of surveying five areas for Columbian white-tailed deer using an infra-red video camera (FLIR system or equivalent). The areas to be surveyed are located in the Columbia River Estuary, northwest Oregon (Clatsop and Columbia Counties) and southwest Washington (Wahkiakum County). The areas are: Julia Butler Hansen Refuge mainland (2,500 acres), Tenasillahe Island (2,000 acres), Wallace Island (550 acres), Crims Island (800 acres), and the Lord-Walker-Fisher Island complex (1000 acres). The Vendor shall furnish all labor, supplies and equipment necessary to accomplish this work. Sec. 2 Period of Performance The survey work is expected to be accomplished during the period from mid-January, 2006, to late February, 2006. The actual timing will depend on flying conditions due to weather and scheduling considerations. Duration of the survey period is expected to be 4 to 5 days. Sec. 3 Operations Prior to actual operations, Government personnel involved with the project will talk with the Vendor's personnel to discuss any specific questions the Vendor may have concerning the project. Specifications of the infra-red camera to be used must be agreed upon by Alan Clark, U.S. Fish and Wildlife Service, and the Vendor. A camera with a noise equivalent temperature difference better than .05 degrees is preferred. Also preferred is a camera operator with extensive experience at surveying wildlife. A Bell 206BIII helicopter is the preferred aircraft. A Government biologist may accompany the survey helicopter to assist Vendor personnel with identification of deer and coverage of the survey areas. The aircraft must have a monitor for the camera that provides a clear image for the biologist to view. Each survey area will be covered in its entirety, with the objective of counting all deer present in so far as is possible. One or more of the area surveys may be replicated, up to the limit of funds obligated. The areas will be surveyed during periods of maximum deer activity, that is, early morning and evening. The Vendor will provide the Government with a video tape of the entire survey. Sec. 4 Proposed Logistics Survey operations will take place in the Columbia River Estuary, in the vicinity of Cathlamet, Washington, and Clatskanie, Oregon. The take-off/landing point will be at the mainland unit of the Julia Butler Hansen Refuge for the Columbian White-tailed Deer, located two miles west of Cathlamet. Bed and breakfast accommodations and restaurants are available in Cathlamet. Motels and additional restaurants are available in Longview, Washington, 27 miles east of the refuge. Vendor's per diem expenses may be billed to the Government under this contract. Sec. 5 Safety Considerations Vendor's helicopter and pilot shall be approved for low level aerial photography surveys under their DOI AM contract/agreement. Unless otherwise provided herein, the Vendor will comply with all provisions of their DOI AM contract/agreement. A Government biologist may accompany Vendor personnel aboard the helicopter during survey operations. When riding in the helicopter, all crew will wear the complement of PPE as provided in the contract/agreement, unless the Government has been granted a waiver in accordance with Departmental policy. Sec. 6 Payment Payment will be made on a per hour of flight time basis, as well as miscellaneous costs such as subsistence, service truck mileage, and camera rental. The Vendor shall complete an Aircraft Use Report, OAS-23 and may utilize it as their invoice. Sec. 8 Submission of Offers 1) Pricing Page of this announcement 2) References indicating : Name, phone number, work completed, date of work, and number of hours flown. 3) Information indicating your Infra-red camera meets the requirements of this project work statement. 4) Closing date set for receipt of quotes is December 28, 2005 at 6:00 p.m. Sec. 9 Terms and Conditions This requirement will be awarded by the issuance of a modification to the operator's Aircraft Rental Agreement. Terms and conditions fo that agreement shall apply unless otherwise specified herein. Operators that do not currently have an Aircraft Rental Agreement must be capable of meeting the requirements of this agreement.
