Description

UNRESTRICTED. This Procurement is a Best Value Procurement. The Government will select the offer using the trade-off process. All non-cost evaluation factors, when combined are approximately equal to price. Non-cost factors are listed in descendin g order of relative importance. Factor 1 and 2 are comparatively equal and are more signficiant when compared to Factor 3. Factor 4 is less significant than 3. Factor 1: Past Performance. Factor 2: Technical Approach. Factor 3: Personnel Experience . Factor 4: Project Management. Factor 5: Small/Small Disadvantage Participation. Award will be made to that offeror, determined by the Government, who can accomplish the requirements set forth in the RFP in a timely manner most advantageous to the Gove rnment considering both cost and non-cost factors. The Government reserves the right to award this contract to other than the lowest price offeror after consideration of all factors. The work consists of clearing and grubbing vegetation, reshaping existing levee, transporting material by truck-hauling and placing embankment by the semi-compacted method, portable light sets and fertilizing and seeding all new embankment and other incidental work.
