- The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development, and Engineering Center (TACOM-Picatinny) Picatinny Arsenal, NJ has a requirement for Low Rate Initial Production (LRIP) of the Spider Network Command Munition system to include fabrication, test and delivery of a quantity of 9-14 each XM-7 Spider systems over a thirty (30) month period of time. The XM-7 Spider system will meet the President's Anti -Personnel Landmine (APL) policy and schedule with regards to Non-Self-Destruct/Self -Destruct APL. The U.S. Army intends to satisfy this requirement for the above systems through a sole source contract with the non-entity joint venture team of Textron Systems, Wilmington, MA and Alliant Techsystems, Plymouth, MN, who is the current contractor of the XM-7 Spider system. They have the necessary equipment and skills to produce these systems to meet the delivery schedule requirements. The XM-7 Spider system is built to a performance specification, the Government does not have a mature Technical Data Package, and some of the electronics in the munition payload are proprietary to the joint venture companies. This action is based on other than full and open competition procedures utilizing the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302- 1(a)(2)(ii).
