Description
This announcement constitutes a Sources Sought Synopsis for the Air Force Center for Clinical Laboratory Medicine (AFIP/CCLM). The following information is provided to assist the Air Force in conducting Market Research of Industry to identify potential contractors for this effort. The Air Force District of Washington (AFDW) /A7KM intends to make a single award in the aggregate; contractors are encouraged to form teaming arrangements, subcontracts and consortiums in order to submit a proposal for this requirement. The contract period shall consist of a base period of six (6) months from date of award, and four (4) one-year option periods for renewal at the discretion of the Government. All U.S. Air Force laboratories requiring accreditation are listed in the DRAFT performance-based work statement (PWS) included with this announcement. The successful offeror must be a not-for-profit organization as provided for by the Centers for Medicare and Medicaid Services (CMS). The offeror will provide highly-qualified personnel with expertise in medical systems infrastructure, medical laboratory testing procedures, laboratory staff proficiency testing, lab accreditation processes, all materials and associated direct and indirect cost items such as special shipping fees and handling requirements for hazardous materials, refrigeration, airfreight, etc., to meet the requirements of the contract. The services being procured are designed to achieve compliance with Clinical Laboratory Improvement Amendments of 1988 (CLIA 88) (to include its subsequent amendments) and the successful implemention of Department of Defense Clinical Laboratory Improvement Program (DoD CLIP) through the accreditation of all USAF CONUS and OCONUS Medical Laboratories and continuous participation in a proficiency testing (PT) program approved by the CMS. An agreement exists between the Department of Health and Human Services (DHHS) and the DoD relative to CLIA regulations; the agreement recognizes the unique mission requirements with DoD which are not found in the civilian sector. The Armed Institutate of Pathology Pamphlet (AFIP Pam) 40-24 establishes the technical provisions of DoD CLIP and incorporates to the maximum extent possible CLIA regulations set forth in 42 CFR Part 493, modified as required to meet DoD missions, traning and preparations during peace, contingency and wartime operations. The Government does not intend to make an award on the basis of this Sources Sought Synopsis or otherwise pay for the information solicited herein. Copies of the submitted information will be forwarded to the Air Force Medical Support Agency (AFIP/CCLM), Medical Information Systems Technology Branch, for review. A Request for Proposal (RFP) may be issued on or about 30 Jan 2006 and will be distributed solely to the respondents of this Sources Sought announcement. The anticipated date for receipt of proposals will be on or about 15 Feb 2006. The anticipated contract award date is 1 Apr 2006.
