Description
The 46 Test Squadron and the Joint Munitions Test and Evaluation Program Office, Project CHICKEN LITTLE (CL), Eglin AFB FL intends to conduct seeker/sensor UAV flight test, signature data collection and other related field data collection activities during Aug 2006. These tests will be conducted at Mercury NV and will utilize foreign and domestic, classified and unclassified, ground mobile threat vehicles including relocatable surface-to-surface and surface-to-air missile systems, other air defense units, and terrorist trucks as test items in static and dynamic environments. It is intended that the data from this test will asses seeker/sensor system performance, and collect vehicle signature data for analysis and algorithm development. This is an invitation to government and industry for participation in these testing activities. Participants must provide all necessary aerial or land based platforms, hardware/software systems including seeker/sensor instrumentation, and personnel needed to accomplish the complete set of data collection missions. Offerors will be responsible for providing all necessary insurance for personnel and hardware, and hold harmless agreements, etc., to conduct activities on a US Government installation. It is CHICKEN LITTLE policy that a copy of data collected will be retained during this event and will be protected as propriety and securely stored at the appropriate classification level(s) and will be included in an on?going DIA National Signature Program data-basing activity. Data will not be released/disseminated without consent of the owner/sponsor of the hardware. Participants will be invited to sign a Statement of Capability (SOC) with the 46TS/OGEE. This SOC will define the basis for participation and identify specific requirements to be mutually satisfied with the Government. Offerors will be required to establish security clearances for all involved personnel at the time of test. No foreign nationals will be allowed to participate. An initial planning meeting will be held at 0800hrs, 24 January 2006 at the 46TS Conference room, 101 E. Daytona Rd, Bldg 85 Suite 170 Eglin AFB, Fl, 32542-5605. Interested participants are encouraged to attend the planning meeting with qualified individual(s) representing your organizations potential interests. Since this is not a request for a formal contract award, there will be no Request for Proposal (RFP), nor will any binding selection criteria be prepared. Participation under the SOC is not subject to the Contracts Dispute Act of 1978 and not subject to arbitration or dispute. This synopsis is for information and planning purposes only.
