Description
The International Trade Administration (ITA) requires support services for a base period of twelve (12) months and two (2) twelve (12) month option periods. The contractor shall provide marketing and research services in support of the USDOC Rural Export Initiative (REI) activities at the U.S. Export Assistance Center (USEAC), 51 Broadway, Suite 505, Fargo, ND. Support shall be provided and reports made to the local USEAC Director in implementing and expanding the REI programs and services to the local business communities in and around the USEAC areas. Originally the North Dakota office was setup as temporary location to assist small and medium size companies with exporting. Late in Fiscal Year 2005 Congress requested the status of the office be changed from temporary to permanent. In a memorandum issued November 6, 1995 by the Deputy Assistant Secretary for Domestic Operations regarding Domestic Use of Personal Services Contracts, it approved the uses of domestic Personal Services Contracting authority to provide support in each of the U.S. Export Assistance Centers (USEAC). The contractor shall provide support and report to the local USEAC Director in implementing and expanding the REI programs and services to the local business communities in and around the USEAC areas. REI Supported Activities include: 1) work with local non-profit and governmental partners in rural communities to identify and recruit clients for rural events; 2) design and distribute marketing materials for export-readiness seminars; 3) update Client Management System by entering new rural clients and updating existing rural client records; 4) update rural media database; compile rural congressional and state representative database; 5) canvass for rural successes. Information Resource Applications include: 1) use of current market research tools to support trade professionals in preparation of market research statistical/data reports and compilations portraying export potential for industry sectors, sub-sectors, and/or specific U.S. companies; 2) develop charts and tables by manipulating, formatting, and printing economic/trade data and statistics; assemble, package, and distribute data compilations and information on export-assistance programs and services available from the Department of Commerce and other agencies; 3) Conduct electronic/multimedia basic research on a case-by-case basis in response to export-related needs/interest of specific U.S. companies, trade associates, chambers of commerce and/or other entities; 4) Research may also extend to reviewing literature and product material. Work products will support the trade specialist in summarizing findings. This is a small business set-aside. The NAICS code for this action is 541910. Size standard not to exceed $6M. This support service is being procured under the guidelines of FAR Part 12, Commercial Items. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
