Description
The Tongass National Forest is intending to implement a study of ecologic response to thinning of young growth stands for commercial sized material. The treatment area will encompass between 188 and 278 acres and include harvest and removal of between 2.7 and 4.4 million board feet of timber among 5 units. The study, on the Thorne Bay Ranger District, Heceta Island, requires that full implementation of treatments be accomplish in a maximum 48 month period but it will be preferred to be completed in a 24 month window. Treatment implementation methods are fixed according to study specifications, however we maintain a great deal of flexibility in how materials generated from the treatment are cut to length and transported from the study site. We are soliciting input from interested vendors on how they might prefer the treatment implementation be packaged. We expect that the material generated from the study will become the property of the selected contractor and the value of the wood should allow the contractor to reduce the cost to the government for implementation of the study treatment. Study treatment includes a mixture of strip thinning and individual tree selection and requires road reconstruction and construction under this proposal. An option being considered is to complete the road building under a separate contract in 2006. We request that interested vendors provide us with options and recommendations regarding but not limited to on-site log lengths, log bucking standards, whole tree skidding and associated slash disposal, decking scenarios, log transportation issues including marine access facilities and barging and log rafting. We will favor scenarios that include some level of value-added manufacture in Southeast Alaska but solicit input as to desires for export of raw materials. This is not a request for specific bids or costs at this time and is not a formal pre-solicitation. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to the sources sought request. After we receive feedback we will begin preparation of an RFP, which will be available sometime in February.
