Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement, for solicitation 06SQ107220, constitutes the only solicitation, proposals are requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation pursuant to FAR Subpart 13.5 and FAR Subpart 12.3. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-06. Contractors must be registered with Central Contractor Registration (www.ccr.gov) with a current registration to be considered for award. This is a small business set aside. The NAICS is 333132, the size standard is 500 employees. FOB Point: Bureau of Reclamation, 230 Collins Road, Building #7, Boise, ID 83702. A single fixed-price award will be made under simplified acquisition procedures to the offeror that provides the best value to the Government. Upon award, delivery will be coordinated with A.J. Mitchell, Technical Point of Contact, at 208-334-1190. The FAR provisions that apply to this acquisition are: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items. Evaluation factors are: proposed modular core drill meet minimum specification; warranty, availability of parts; delivery date; past performance; and price. Proposals are due January 17, 2006. Proposals shall include 1) price; 2) product literature and/or other documentation verifying proposed equipment complies with specifications; 3) proposed delivery schedule; 4) warranty information; 5) repair and parts availability statement; 6) completed copy of the representations and certifications or be registered with orca; and 7) past performance. For past performance, provide names and telephone numbers of three contacts for other commercial or Government customers. All provisions and clauses are available at http://www.arnet.gov/far CLIN 001: This drill will need to be capable of drilling HQ to a depth of 1,700 feet, fluid-filled hole. This drilling unit will be similar to the Christensen CS1000 P4 or the Longyear LF 70 with the following salient characteristics. All components will be will be made to allow for quick assembly and disassembly in the field [less than one hour]. All components, such as hydraulic hoses, fuel lines, battery connections shall have quick-disconnect couplings. These connections shall be made so connections cannot be mismatched. Drilling components shall be designed for fly in helicopter work. Only proven drilling equipment with a strong dependability record will be considered. Parts availability and service after the sale are a factor. Repair parts must be readily available and shippable the same day as ordered, with no more than a two-day delivery time. The unit shall consist of 6 major components [Diesel Engine Module, Hydraulic Module with controls, Draw Work Module, Drill Head and Chuck assembly, lower-mid and upper mast sections, Drill Base]. No one component will weigh more than 1,300# wet. The hydraulic module, when attached to the engine module, will be capable of operating all drilling functions from a minimum of 10' away from the other assembled components, if a split-drill base is used [a split-drill base to be furnished by the Bureau of Reclamation (Bureau)]. The total weight of all components will be less than 7,000# wet. The drill will be capable of angle drilling from 30 deg. off of horizontal to 90 deg. vertical down. Standard drill base will be equipped with mud tank outrigger supports and single axle towing group. This drill will need a CAT-HEAD PACKAGE, DRIVE GROUP FOR W11 PUMP, MUD MIXER GROUP W/0 MIXER, HYDRAULICALLY-POWERED FOOT CLAMP. *Prime mover will be a 4 cylinder, air or water cooled, turbocharged diesel engine, with a minimum of 106 net hp and continuous output of 87 hp. It shall be equal to or better than 4-cylinder Deutz BF4L913. *Hydraulic System/Operators Station will consist of minimum of 3 pumps ranging form 3,500 psi with a gpm of 43 to 2,000 psi with a gpm of 8 minimum. This system will be capable of performing numerous functions at the same time - drill head rotation, up/down feed, bean W11 pump, cathead, main-line winch, wire-line winch and foot clamp, mud mixer. All drilling controls will be at this location and designed for ease of operation and safety. *Drill Head will be hollow-spindle type with an inside diameter of not less than 3 ?" for drilling with HQ systems, 2-speed hi-low range reversible hydraulic motor, chain driven. Drill head will have a minimum of a 4-speed transmission with 4 forward speeds with RPM's ranging from 95 rpm 1st gear to 1,250 rpm in 4th gear and a torque of 3,400 lbf in 1st gear and 500 lbf in 4th gear. Drill head will have hinged off-hole movement for handling large diameter down-hole tools. *Rod Chuck will be a nitro-gas spring chuck capable of accepting a minimum of rod sizes BQ to HQ, with a holding capacity minimum of 30,000 lbf, jaws will have a minimum of ?" travel for all jaw sizes. The chuck will permit rotation of chuck in the open or closed position. The chuck will permit reverse rotation for making and breaking rods. The chuck will be supplied with BQ, NQ, HQ jaws. *Drill mast will need to be in three sections, none over 131" each, allowing drill to be operated with a two-section configuration when working with 10' rods and a three-sections configuration when working with 20' drill rods. When in the two-section configuration, there will be the capability of pulling 10' rods above the head and in the three- section configuration the capability of pulling 20' rods above the head. The mast will be hydraulic-raised dual mast raising cylinders. Crown block will be a single sheave for the main line and two sheaves for the wireline. *Feed will be of hydraulic cylinder type and have a minimum of a 72" stroke, with a minimum of 14,000 lbf pull back and a minimum of 9,326 lbf pull down at 2,000 psi. *Main line hoist will have minimum hook load [single part] bare drum capability of 12,000 lbf and a full drum of 8,200 lbf; hoisting speed [single part line] bare drum minimum of 190' ft/min and full drum of 260' ft/min. Cable Capacity of 220 ft of 5/8" cable. Spring-applied, fail-safe brake, will be supplied with cable. *Wireline Hoist will have a line pull - bare drum minimum of 2,100 lbf and a full drum pull of 500 lbf. Line Speed will have minimum of bare drum 330 ft/min and a full drum of 1,400 ft/min. Cable Capacity - minimum of 6,000 ft of 3/16", will be supplied with cable. *Removable hydraulic foot clamp which attaches to the bottom of lower mast section. Clamp will be capable of clamping BQ, NQ, HQ, HWT, drill rods and will be shipped with BQ, NQ, HQ, HWT, jaws.
