- This requirement is being procured in accordance with FAR Part 36; Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 14, Sealed Bidding. The U.S. Fish and Wildlife Service intends to issue a Invitation For Bid (IFB) for the construction of a new residence facility at the Cabo Rojo National Wildlife Refuge, Boqueron, Puerto Rico. This building will be constructed in accordance with the specifications and drawings in this project. The proposed contract will be awarded under full and open procedures. The NAICS code is 236220. Estimated price range is between $1,000,000 and $5,000,000. The IFB will be issued electronically on or after December 27, 2005 on the Federal Business Opportunities web site at http://www.eps.gov. The Response Date will be determined upon release of the IFB. Responses to the IFB will not be accepted electronically. Failure to comply will result in immediate rejection of bid. Questions or clarifications concerning any amiguities in the sollicitation shall be immediately addressed in e-mail to victor_bowman@fws.gov. PLEASE DEFER ALL QUESTIONS UNTIL AFTER THE RELEASE OF THE IFB. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments/modifications to any and all documents. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm-fixed price contract will be issued, with a performance period of 420 days. Anticipated date of award will be on or about February 6, 2006. NOTE: In order to be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov. Prior to the CCR registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com.
