Description
NASA/GSFC has a requirement for the operations of the Interplanetary Monitoring Platform (IMP)8 Data Processing System (DPS). NASA/GSFC intends to purchase this service(s) from Fundamental Technologies in accordance with the requirements of FAR 13.106, for the acquisition of supplies or services determined to reasonably available from only one source. Fundamental technologies was orignally selected to develop, prove and operate the new IMP 8 DPS software. The IMP 8 telemetry data will continue to be captured at the NASA ground station in Canberra, Australia. Fundamental Technologies is the only organization identified with the essential but very specific mission background and has the interest and willingness to undertake this software development effort. Given that some elements of the processing require manual oversight to correctly operate and given the age and orignal design of IMP 8 itself, only an organization highly familiar with the working of the new IMP 8 DPS and the new IMP program, data environment and instruments can continue successful operation of the new system. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. eastern standard time on the date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
