Description
The Government is seeking qualified small business concerns (all categories) in the effort to determine if a pending requirement can be set-aside for small business concerns. The purpose of the study is to produce a Geographic Information System (GIS) to be used for a hydrologic model representative of the numerous subbasins and routing reaches for the entire drainage area above the Central Arizona Project (CAP) Dikes known as Dike 1 and Dike 2 in northern metropolitan Phoenix, Arizona and Scottsdale, Arizona. Contractors would essentially be evaluated on the basis of the following criteria: a. Will have successfully completed multiple subbasin analysis for large areas and drainage networks in urbanized areas of northern Phoenix and Scottsdale metropolitan areas in Arizona. The studies will need to have used the Corps of Engineers HEC-1 Rainfall-Runoff to with kinematic wave unit hydrograph and kinematic wave channel routing parameters. These studies will have included the analysis of existing detention basins and analysis of split flows for various locations in the alluvial fan where flows may be directed in different directions. The contractor will need to have completed drainage studies that have been submitted to and accepted by the cities of Phoenix or Scottsdale or FCDMC (Flood Control District of Maricopa County). b. Possession of and ability to use currently available GIS tools to define subbasins and hydrologic parameters using digital land use maps, digital soils maps, and digital elevation models for subbasins in a manner that complies with current FCDMC (Flood Control District of Maricopa County) Drainage Manual criteria. c. Demonstrated ability to use and modify the FCDMC DDMS (Drainage Design Management System) to store, display, help build appropriate hydrologic input variables to the Corps of Engineers HEC-1 model and display final results such that Reclamation requirements for this study are met. All contractors are required to be registered in the government's CCR and ORCA to be considered for award purposes.
